<br />REPORT <br /> <br />6.1G <br />age 1 <br /> <br />To the Honorable Mayor and City Cou.ncil <br />From the Cit Mana er <br /> <br />November 9, 2009 <br /> <br />SUBJECT <br />Agreement between the City of Redwood City and the County of San Mateo for Alcohol <br />and Drug Abuse Prevention Services for fiscal years 2009-10 and 2010-11. <br /> <br />RECOMMENDATION <br />Approve and authorize the City Manager to execute the agreement between the City of <br />Redwood City, as fiscal agent for Redwood City 2020, and County of San Mateo, for <br />Alcohol and Drug Prevention Services in the amount of $275,000, including $125,000 <br />for FY 2009-2010, and $150,000 for FY 2010-11. <br /> <br />BACKGROUND <br />Redwood City 2020 partnered with several organizations during 2008-09 to develop a <br />community-based plan for the prevention of alcohol and other drug (AOD) related <br />issues. Instead of focusing only on services and programs that support individual <br />prevention strategies, this plan examines environmental factors that contribute to <br />alcohol and other drug use and utilizes evidence-based prevention strategies. The goal <br />of the planning process was to address relevant prevention needs and community <br />environments while promoting the health and safety of young people and the community <br />at large. <br /> <br />The product of the prevention planning process was a community based implementation <br />plan for Redwood City and North Fair Oaks with the following key goals: <br /> <br />1. Youth participate in meaningful opportunities and are connected to their schools, <br />families and communities <br />2. Healthy policies are created and/or are enforced that make alcohol and drug use <br />unappealing <br />3. Youth access to alcohol and drugs decreases <br />4. AOD use and exposure decrease <br />5. There is reduced community acceptance of youth AOD use/abuse. <br />6. The community supports and recognizes AOD issues and efforts in community <br />health vision and practices <br />7. There are reduced AOD related problems <br /> <br />The following partnering agencies and organizations have direct roles in supporting the <br />collaborative prevention strategies in this implementation plan. <br /> <br />o Center for Youth- Peer Education and Youth-Driven AOD Projects <br />o EI Centro de Libertad- Promoting community participation in the effort <br />o John W. Gardner Center- Youth Data Archive - Assist with tracking progress <br />towards short and long-term goals. <br />o Community Youth Development Integration- Provide capacity building and <br />technical assistance support to support youth participation <br />o Friends for Youth- Mentoring Training <br />
