5. SPECIAL ORDERS OF THE DAY

A. Proclamation: Honoring Vincent and "Pina" Truscelli

Mayor Foust read a proclamation honoring Vincent and "Pina" Truscelli. Mr. Truscelli
thanked the Mayor for this honor and offered his services to the community. Mr. Truscelli
and Pina (in absentia) received a standing ovation from those present.

6. ORAL COMMUNICATIONS AND CONSENT CALENDAR

Robert Stafford spoke about Cargill and Menlo Park's resolution opposing the proposed
application. He opined that work needs to be done for a win-win situation and that this
issue would have an impact on the entire Peninsula. He complimented Council on a job
well done.

Connie Guerrero, representing the Latino Leadership Council, spoke about the
International Latino Film Festival that will run from November 6 through November 8, 2009.
She invited the City Council and the community to the gala opening reception, "Noche de
las Divas," on November 6, 2009 at 5 p.m. at the San Mateo County History Museum. She
also invited everyone to their special free community screenings at Skyline College on
November 4, at Canada College on November 5, and at College of San Mateo on
November 5. She noted that more information can be found online at
www.redwoodcitv.ora/latinofilmfestival.

Council Member Aguirre noted that this year Redwood City is the only venue for this
International Film Festival in the entire Bay Area.

Katie Ferrick, Field Representative/Caseworker for U.S. Congresswoman Jackie Speier,
CA-12, introduced herself and said that she is looking forward to working with local
jurisdictions. She wanted to let people know what she can do for them and passed on
business cards for the City Council.

Jack Lawler spoke about a problem with SamTrans bus service at Roosevelt. He said that
between Hudson and Valota there is 1/2 mile between the bus stops and that this distance
is too far for him and others to walk. He said that there used to be more bus stops before
the upgrade and that he is asking for them back. He has spoken with SamTrans and was
informed that they did not consider 1/2 mile too far to walk and that more stops would slow
the schedule. He opined that more stops could increase ridership and their income and
pointed out that both the Community Activities Building (CAB) and Red Morton Community
Center are both on Roosevelt and that more people would ride if they had closer bus stops.

Elbert Thompson expressed concerns with being able to read street signs in darker areas
at night, such as Emerald Hills. He showed his solar street sign light and offered to provide
such lights to the City at no cost for the "greater good" for a three month trial period. He
said there would be no funding needed beyond installation of the lights. He offered that if
people liked them, the City can keep them, but if not, he only asks for feedback on them.
He said his website is www.ktnsolutions.net and that he would follow up with City staff.

JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD
MEETING MINUTES

OCTOBER 26, 2009
PAGE 2
