City of Redwood City <br />22-PIP-17871 <br />Page 3 of 13 <br />EXHIBIT D <br /> <br />Prohousing Incentive Pilot (PIP) Program <br />NOFA Date: 12/15/2022 <br />Approved Date: 06/12/2023 <br />Preparation Date: 08/24/2023 <br />Department prior to implementation. If approved, contract amendments <br />shall automatically be deemed a part of, and incorporated into, this <br />Agreement. Approval shall be provided in writing, as appropriate. Contract <br />amendments shall include but not be limited to: <br /> <br />1) Changes in the total grant amount; <br /> <br />2) Changes in Payee(s); <br /> <br />3) Changes in the expiration date of this Agreement; <br /> <br />4) Changes to the grant term date; <br /> <br />5) Changes to the Reimbursement Deadline. <br /> <br />B. Revisions to the Scope of Work that may not require a contract <br />amendment will be subject to the review and approval of the Housing <br />Policy Development Senior Program Manager, or Manager’s Designee. <br />Such revisions must be approved by the Department prior to <br />implementation. Approval shall be provided in writing, as appropriate. <br />Adjustments to the Scope of Work (Exhibit E) shall include but not be <br />limited to: <br /> <br />1) An increase or reduction of activity scope; <br /> <br />2) Changes to or reallocations among activities that do not change <br />the total award amount; <br /> <br />3) Changes in affordability and level of affordability for each activity; <br /> <br />4) Changes to activity start and/or completion dates. <br /> <br />6. Core Practices <br /> <br />A Grantee or Subrecipient must provide eligible activities in a manner consistent <br />with the housing first practices described in California Code of Regulations, title <br />25, section 8409(b)(1)-(6). A Grantee or Subrecipient allocated funds for eligible <br />activities that provide permanent housing shall incorporate the core components <br />of Housing First as provided in Section 8255(b) of the Welfare and Institutions <br />Code. <br /> <br />7.
