If any funds other than Federal appropriated funds have been paid or will be paid to any person for <br />influencing, or attempting to influence, an officer or employee of a Member of Congress in <br />connection with a Federal contract, grant, loan, or cooperative Master Agreement, Contractor shall <br />complete and submit Standard Form – LLL, “Disclosure Form to Report Lobbying”, in accordance <br />with its instructions. <br />3. Contractor shall require that the language of this certification be included in the award documents <br />for all subawards at all tiers (including subcontracts, subgrants, and contracts under grants, loans, <br />and cooperative Master Agreements) and that all subcontractors shall certify and disclose <br />accordingly. <br /> <br />This certification is a material representation of fact upon which reliance was placed when this transaction <br />was made or entered into. Submission of this certificate is a prerequisite for making or entering into this <br />transaction imposed by Section 1352, title 31, U.S. Code. Any person who fails to file the required <br />certification shall be subject to a civil penalty of not less than $10,000 and not more than $100,000 for <br />each such failure. <br /> <br />ARTICLE 28: COMPLIANCE WITH EPA REGULATIONS APPLICABLE TO GRANTS, <br />SUBGRANTS, COOPERATIVE MASTER AGREEMENTS, AND CONTRACTS <br />Contractor agrees to comply with all applicable standards, orders, regulations, and/or requirements issued <br />pursuant to the Clean Air Act of 1970, as amended (42 U.S.C. 1857(h)), Section 508 of the Clean Water <br />Act, as amended (13 U.S.C. 1368), Executive Order 117389 and Environmental Protection Agency <br />Regulation, 40 CFR Part 15. <br /> <br />ARTICLE 29: COMPLIANCE WITH ENERGY POLICY AND CONSERVATION ACT <br />Contractor agrees to comply with applicable mandatory standards and policies relating to energy <br />efficiency which are contained in the state energy conservation plan issued in compliance with the Energy <br />Policy and Conservation Act (Pub.
