The developing national emergency requires in <br />many ways a more vigorous program of League activities to assist the cities in meet- <br />ing their new and very difficult problems. Like the cities, the State League must <br />continue to do what it has been doing and then find some way to do these neH tasks <br />which circumstances require. <br /> <br />Like the cities, the costs of League operation are higher for every purpose, <br />but League income has been the same since 1947. After careful deliberation, your <br />State League Board of Directors finds that a 15% increase in League revenue is neces- <br />sary to carry through an udequateprogram of League service in 1951. <br /> <br />The Board of Directors cannot change League dues. This can be done only by <br />vote of the General League Assembly in convention. However, the directors can call <br />for a voluntary special assessment, and this they havc.determined to do. A statement <br />is, therefore, being sontto your city, requesting thevqluntary payment of an amount <br />equal to 15% of your regular League dues. It is necessary and 1<le earnestly hope it <br />will be paid. <br /> <br />This assessment should not .be confused with your regular dues. Payment of dues <br />is essential to League membership. 'Payment of the assessment is voluntary and does <br />not affect membership if dues are paid. 'vJhatwillbe affected, however , is the kind <br />of a job the Lea.gue can do for you in these> difficult times. <br /> <br />While the additional revenue is requ.ested for general Leagne support, you <br />should know about what is to be done 'With it. <br /> <br />For one thing, the League intends to stay outopofthis civil defense job and <br />to get on top of the controls as they come along ...... (priorities, construction, manpower, <br />etc.). Our city goverrunents should be fully inforrnedonallthese matters and the <br />League should be in a position to advise, interpret and assist. This wIll cost <br />money in extra travel, clerical assistance, and publication. <br /> <br />The program the League has taken on which relates to city-county fiscal rela- <br />tions, the sulJsi.dy to unincorporated urban areas, is going to cost some monGY in <br />publications and publicity, travel and persormel. <br />
