REV: 03-05-24 MI <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE SCHEDULE <br />Consultant shall serve as the City's chief labor relations advisor and spokesperson for <br />negotiations of memoranda of understanding with six (6) recognized bargaining groups. <br />Consultant shall include the City Attorney, or their designee, when providing written legal <br />advice and assistance, and shall keep the City Attorney, or their designee, reasonably <br />informed of all legal advice and services rendered. <br />Services: <br />1. Reporting to the Human Resources Director and consulting with the City Manager, <br />Assistant City Manager and Human Resources Director on matters relating to labor <br />negotiations. This includes in-person meetings and other consultations with staff as <br />deemed necessary by the City Manager, including, but not limited to: <br />Meeting with City staff prior to commencement of negotiations to understand: 1) <br />the goals and objectives of the City in addressing potential bargaining issues; and <br />2) the financial and/or political limitations in reaching those goals and objectives; <br />Meeting with designated staff to assist in formulating the management proposals <br />for negotiations; <br />Reviewing existing agreements and recommending updates or changes; <br />Reviewing and analyzing all pertinent charter provisions, codes, ordinances, rules <br />and regulations, and existing memoranda of understanding to understand their <br />impact upon the goals and objectives being pursued; <br />Assisting in the coordination, development and facilitation of presentations to <br />bargaining groups; <br />Providing consultation and assistance needed to determine the scope of <br />bargaining and bargaining obligations. <br />2. Meeting and conferring in good faith for and on behalf of the City, as the designated <br />representative of City Council and the City Manager, with representatives of recognized <br />employee organizations of the City, including, but not limited to: <br />Drafting written proposals for negotiations; <br />Performing necessary fact research for negotiations, or assisting City staff in the <br />performance of such research; <br />Attending negotiation sessions as the City's lead negotiator; <br />Providing progress reports, making recommendations, and receiving direction. <br />3. Assisting staff in reporting to the City Manager and City Council on the progress of <br />meeting and conferring in good faith with each of the recognized employee organizations, <br />including, but not limited to: <br />ATTY/AGR.2024.025/Liebert Cassidy Whitmore, Inc.
