Taxes collected help fund annual <br />landscape maintenance costs in the District. For FY 2024/25 the total landscape maintenance budget is <br />$342,400 with 88% or $301,312 of the budget funded by special taxes on property owners and 12% or <br />$41,088 of the budget funded by the City’s General Fund. <br />The enabling document for the District established a District budget with a built-in inflation adjuster based <br />on the greater of the City’s annual percentage increase in labor costs for landscape maintenance in <br />Redwood Shores or 2%, but in any event the adjustment shall not exceed 3.5% in any fiscal year. For FY <br />2024/2025 the assessments were increased by 3.5%. The maximum benefit assessment in FY 2023-24 was <br />$291,122 and the maximum benefit assessment for FY 2024-25 will be $301,312. <br />Only special benefits are assessed, and any general benefits have been separated as shown in the Reports <br />for the District. The 12% portion reflects the general benefit to the public-at-large of public areas <br />maintained by the District, all of which are publicly accessible. Pursuant to Proposition 218, costs <br />attributed to general benefits may not be assessed against parcels receiving special benefits.
