Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: July 15, 2024 <br />SUBJECT <br />Agreement for Services with Hinderliter, de Llamas & Associates (HDL) to provide technical support to <br />assist the City in administering its cannabis-related programs, with services funded by the annual permit <br />fee paid by cannabis retailers <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a one-year Agreement for Services with <br />Hinderliter, de Llamas & Associates, to provide subject matter expertise and technical support on cannabis <br />management services, for initial one-year term beginning July 2024, through July 2025 for a not-to-exceed <br />amount of $119,400, and authorize the City Manager to extend the agreement for two additional one- <br />year terms in an amount not to exceed $125,400 for the first extension and $131,700 for the second <br />extension, through July 20, 2027, for a total contract amount not to exceed $376,500. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Economic Vitality <br />BACKGROUND <br />In 2017, the City of Redwood City (City) established a phased approach to permit cannabis businesses to <br />operate within the City. In October 2020, the City Council approved Zoning Ordinance amendments to <br />permit the operation of cannabis storefront retail businesses, allowing for up to six such retailers to <br />operate. <br />On July 13, 2020, the City Council authorized the City Manager to execute an agreement with Hinderliter, <br />de Llamas & Associates (HDL) to provide subject matter expertise and technical support on the City’s <br />cannabis program. <br />6.F. - Page 1 of 21 <br />45
