__________________________________________________________________________________________ <br />JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ June 24, 2024 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 11 <br /> <br />MINUTE BOOK NO. 69 <br />not commit the City to any specific project, and said fees and/or charges are applicable <br />to future development projects and/or activities, each of which future projects and/or <br />activities will be fully evaluated in full compliance with CEQA when sufficient physical <br />details regarding said projects and/or activities are available to permit meaningful CEQA <br />review (see CEQA Guidelines, Section 15004(b)(1)). <br /> <br />A first motion and second was made by Eakin and Howard, to accept the staff <br />recommendation to not approve a temporary reduction in the Parks Impact Fees. <br /> <br />A second motion and second was made by Sturken and Martinez Saballos, to approve <br />a resolution adopting a temporary 25% reduction in Parks Impact Fees for pipeline <br />multi-family housing development projects. An electronic vote proceeded, and the <br />motion failed 3-4, with Council Members, Aguirre, Eakin, Howard, and Vice Mayor <br />Espinoza-Garnica opposed. <br /> <br />An electronic vote proceeded for the first motion, made by Eakin and Howard, to <br />accept the staff recommendation to not approve a temporary reduction in the Parks <br />Impact Fees. The motion passed 5-2 with Martinez Saballos and Sturken opposed. <br /> <br />At 10:54 p.m., motion and second, Espinoza-Garnica and Howard, to extend the <br />meeting to 11:30 p.m., passed unanimously by voice vote. <br /> <br /> 9.B. Waive first reading and introduce an ordinance modifying the Outdoor Business <br />Activity Program (Parklets and Sidewalk Cafes) to provide greater flexibility in the <br />Program (301) <br /> <br />Assistant City Manager Patrick Heisinger introduced the item, and Economic <br />Development Manager Amanda Anthony gave the presentation. <br /> <br />There was no public comment. <br /> <br />Recommendation: <br />Waive the first reading and introduce an ordinance amending Municipal Code Chapter <br />29, Article II, to enact changes to the Outdoor Business Activity Program. <br /> <br />CEQA: <br />Categorically Exempt - Class 1. Existing Facilities <br /> <br />Motion and second, Aguirre and Espinoza-Garnica, to introduce an ordinance <br />amending Municipal Code Chapter 29, Article II, to enact changes to the Outdoor <br />Business Activity Program, passed unanimously by electronic vote. <br /> <br />
