ATTY/RESO.0057/HRAC RESO 1304 EL CAMINO REAL <br />REV: 07-01-2020 SK <br />Page 1 of 3 <br />RESOLUTION NO. _____ <br />A RESOLUTION OF THE HISTORIC RESOURCES ADVISORY COMMITTEE OF THE <br />CITY OF REDWOOD CITY RECOMMENDING A DETERMINATION THAT THE 1304 <br />EL CAMINO REAL PROJECT WILL NOT CAUSE A SUBSTANTIAL ADVERSE CHANGE <br />WITH REGARD TO 1322 EL CAMINO REAL, IN ACCORDANCE WITH SECTION <br />2.1.4.D OF THE CITY’S DOWNTOWN PRECISE PLAN <br /> WHEREAS, Greystar Development (“Applicant”), applied for a Downtown Planned <br />Community Permit (DPC2019-02) for the construction of a new 6-story building consisting of 39 <br />for-rent all affordable residential units located at 1304 El Camino Real (“Project”); and <br />WHEREAS, under Section 2.1.4.D of the Downtown Precise Plan (“DTPP”), projects on <br />properties located directly adjacent to an historic property as designated on the Historic <br />Resources Preservation Regulations Map shall be reviewed by a qualified architect or <br />architectural historian for potential impacts to the adjacent historic resource, and by the City’s <br />Historic Resources Advisory Committee (“HRAC”), for its potential impacts on the adjacent <br />historic resource; and <br />WHEREAS, under Section 2.1.3.R of the DTPP, the property located at 1322 El Camino <br />Real, The Record Man, is identified as “R” on the Historic Resources Preservation Regulations <br />Map as a Historic Resource to be Preserved (“Historic Resource”), and is located adjacent to the <br />Project; and <br />WHEREAS, the City hired Heather Miller and Chandra Miller of AECOM, qualified <br />Architectural Historians, to analyze potential impacts of the Project on the Historic Resource; <br />and <br />WHEREAS, on July 9, 2020, the HRAC conducted a duly-noticed public meeting in <br />accordance with all applicable requirements of State Law to review the report prepared by <br />Heather Miller and Chandra Miller of AECOM (Exhibit A), along with other associated project <br />materials, and to determine whether the Project would have an adverse impact on the Historic <br />Resource. The report concludes that the Project will have no impact on the significance of the <br />Historic Resource, will not create an adverse change to the Historic Resource, and that it will <br />remain eligible for listing in the National Register of Historic Places. <br />NOW, THEREFORE, BE IT RESOLVED BY THE HISTORIC RESOURCES ADVISORY <br />COMMITTEE AS FOLLOWS: <br />Section 1. The HRAC reviewed the historian’s report and other associated materials, and <br />has determined that the Project will not cause a substantial adverse change in the significance <br />of the Historic Resource, and it will remain eligible for listing in the National Register of Historic <br />Places. <br />20-01
