Addendum Historical Resource Inventory and <br />Evaluation Report & Historical Impacts Analysis <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />AECOM <br />10 <br /> <br />requirements for protection of historic cultural resources. The criteria for listing properties in the <br />CRHR are outlined in Section 15064.5(a)(2)-(4) of the CEQA Guidelines, which provide the <br />criteria from Section 5024.1 of the California PRC. The CRHR is in the California Code of <br />Regulations Title 14, Chapter 11.5. The CRHR criteria closely parallel those of the NRHP. As <br />defined by Section 15064.5(a)(3)(A-D) of the CEQA Guidelines, a resource shall be considered <br />historically significant if the resource meets the following criteria: <br />Criterion 1: It is associated with events that have made a significant contribution to the <br />broad patterns of Californias history and cultural heritage; <br />Criterion 2: It is associated with the lives of persons important in our past; <br />Criterion 3: It embodies the distinctive characteristics of a type, period, region or method <br />of construction, or represents the work of an important creative individual, or possesses <br />high artistic values; or <br />Criterion 4: It has yielded, or may be likely to yield, information important in prehistory or <br />history. <br />Under CEQA Guidelines, Section 15064.5 (a), a “historical resource” includes: <br /> <br />• A resource listed in or eligible for the California Register of Historical Resources. <br />• A resource listed in a local register of historical resources, as defined in section 5020.1(k) of <br />the Public Resources Code or identified as significant in an historical resource survey <br />meeting the requirements of section 5024.1(g) of the Public Resources Code. <br />• Any object, building, structure, site, area, place, record, or manuscript that a lead agency <br />determines historically significant, provided the determination is supported by substantial <br />evidence in light of the whole record. <br />• A resource so determined by a lead agency as defined in Public Resources Code sections <br />50203.1(j) or 5024.1. <br />• Historical resources listed in, or determined eligible for, the NRHP are automatically listed in <br />the CRHR, Section 5024 (d)(1)(2) of the Public Resources Code. <br /> <br />The CRHR also states that eligible resources must “retain enough of their historic character or <br />appearance to be recognizable as historical resources and to convey the reasons for their <br />significance,” and it lists the same seven aspects of integrity used for evaluating properties <br />under the NRHP criteria (location, design, setting, workmanship, materials, feeling, and <br />association). <br />5.1.2 Redwood City Historic Designation Criteria <br />The City Historic Preservation Ordinance (Chapter 40 of the City Municipal Code) is structured <br />to identify historical resources at the early stages of projects, and to resolve conflicts that arise <br />between land uses and the preservation of historical resources. The Historic Preservation <br />Ordinance requires that applications or projects affecting historic resources comply with <br />applicable local, state, and federal laws. Under the Historic Preservation Ordinance, the City <br />also maintains a list of individual historic landmarks, resources, and districts. The list is <br />continually updated as new sites and landmarks are identified. <br />A property may be listed as a historic landmark or historic site if it meets one or more of the <br />following criteria:
