Addendum Historical Resource Inventory and <br />Evaluation Report & Historical Impacts Analysis <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />AECOM <br />1 <br /> <br />Summary of Findings <br />Greystar GP II, LLC (Applicant) proposes a mixed-use redevelopment at the periphery of the <br />City’s Downtown in Redwood City, California (project location) (see Figure 1). The project site is <br />bounded by El Camino Real, Maple Street, Elm Street, Main Street, Caltrain right-of-way, <br />Chestnut Street, Shasta Street, and Cedar Street; and is composed of five contiguous blocks <br />totaling 8.30 acres (Parcels A through E). In early 2019, the project was expanded to include the <br />proposed development of a non-contiguous site located at 1304 El Camino Real with <br />39 residential units approximately 1,000 feet northwest of the primary project site on a separate <br />block of approximately 0.15 acre (Parcel F) (see Figure 2). <br /> <br />The California Environmental Quality Act (CEQA) requires the City of Redwood City, as the <br />project’s lead agency, to determine the significance of impacts the project may have on <br />historical resources. AECOM is preparing the environmental document for the project’s CEQA <br />compliance, including the CEQA analysis as it pertains to historical resources. The City of <br />Redwood City Planning and Housing Division (City) requested AECOM provide an addendum <br />historical resource inventory and evaluation of the existing historic-age building at <br />1304 El Camino Real on Parcel F to determine if the building is a historical resource for the <br />purposes of CEQA. <br /> <br />In addition, AECOM also examined the project’s potential to indirectly effect the building at <br />1322 El Camino Real (The Record Man), which is considered a historical resource based on an <br />evaluation conducted in 2010. This report provides information and analysis regarding potential <br />historical resources impacts. This study was conducted in accordance with Section 15064.5(a)- <br />(b) of the CEQA Guidelines, using the criteria outlined in Section 5924.1 of the California Public <br />Resources Code (PRC). <br /> <br />Historical contexts were prepared to address pertinent themes of auto-related commercial <br />development along El Camino Real in the post-World War II period. The historic themes are <br />discussed in Section 3; description, photographs, and a property history of 1304 El Camino Real <br />is provided in Section 4 and the findings and conclusions regarding eligibility and integrity are in <br />Section 5. Section 6 includes the historical resource impacts analysis of the project on 1322 El <br />Camino Real. Refer to Section 7 for AECOM staff professional qualifications, and Section 8 for a <br />listing of reference materials that were consulted. <br /> <br />AECOM inventoried and evaluated the sole historic-age building (over 45 years) in the project <br />site on Parcel F, 1304 El Camino Real, in the CEQA Study Area depicted in Figure 3. This <br />report finds that the building at 1304 El Camino Real does not meet the eligibility criteria for <br />listing in the California Register of Historical Resources (CRHR) or City of Redwood City <br />Historic Designation, and is a not a historical resource for the purposes of CEQA. This report <br />also concludes that the project will not result in a substantial adverse change to the nearby <br />historical resource at 1322 El Camino Real (The Record Man). <br /> <br /> <br /> <br />
