AP2019-040 FOR 227 <br />KING STREET, AS MODIFIED BY THE APPLICANT, AND <br />DETERMINING THE PROJECT TO BE EXEMPT FROM CEQA UNDER <br />CEQA GUIDELINES SECTION 15303 <br /> <br />WHEREAS, Sepi Hejazi Moghadam and Amira Fouad (Applicant) applied for an <br />Architectural Permit to construct a new 2,939 square foot single family residence with a <br />new 468 square foot attached garage (the Original Project) at 227 King Street (the <br />Property); and <br /> <br />WHEREAS, pursuant to Section 45.3 of the Zoning Ordinance, the Zoning <br />Administrator is authorized to review and approve such Architectural Permits; and <br /> <br />WHEREAS, on October 22, 2019, the Zoning Administrator issued a Notice of <br />Official Action for Architectural Permit No. AP2019-040, approving the Original Project <br />because the required R-1 Zoning District Standards were met and the Architectural <br />Permit Findings were made; and <br /> <br />WHEREAS, on November 6, 2019, an appeal of the Zoning Administrator’s <br />decision to approve the Architectural Permit was filed with the City Clerk by Kris Johnson <br />(Appellant); and <br /> <br />WHEREAS, on February 4, 2020, the Planning Commission of the City of <br />Redwood City (Planning Commission) held a duly noticed public hearing in accordance <br />with all applicable requirements of the State Planning and Zoning Law and the Redwood <br />City Zoning Ordinance, to consider the appeal; and <br /> <br />WHERAS, on February 4, 2020, the Appellant, the Applicant, and all other <br />interested parties were given the opportunity to participate in the public hearing through <br />oral testimony and the submittal of written comments; and <br /> <br />WHEREAS, on February 4, 2020, the Planning Commission fully reviewed, <br />considered, and evaluated the staff report prepared for the Original Project (Staff Report) <br />including the attachments to the Staff Report, oral and written public testimony, and all <br />other documents and evidence in the public record on the Original Project and the appeal. <br />The Planning Commission continued the hearing in order to allow the applicant to modify <br />the proposed design <br /> <br />WHEREAS, on May 6, 2020, the Applicant submitted revised plans to address <br />concerns related to mass and bulk raised at the February 4, 2020 public hearing (the <br />Revised Project). The Revised Project plans: (1) reduced the overall floor area by <br />approximately 399 square feet, resulting in a 2,567 square foot single-family residence <br />with a 442 square foot attached garage, (2) reduced the Floor Area Ratio from 52
