ATT Y/RESO.0059/PC RESO 2075 BROADWAY <br />REV: 07-02-2020 PR <br />Page 1 of 23 <br />RESOLUTION NO. 20-05 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY AMENDING A CONDITION OF APPROVAL <br />REQUIRING GROUND FLOOR RETAIL AND APPROVING A <br />DOWNTOWN PLANNED COMMUNITY PERMIT FOR FOUR <br />GUIDELINE DEVIATIONS INCLUDING LINEAL FRONTAGE, <br />STOREFRONT VARIATION, NUMBER OF ENTRANCES, AND CLEAR <br />GLAZING TO A TENANT SPACE AT 2075 BROADWAY <br /> <br /> <br />WHEREAS, on February 17, 2016, the Zoning Administrator issued a Notice of <br />Official Action to approve a 4-story approximately 93,000 square foot mixed use <br />office/retail building at 2075 Broadway (DPC2014-04). The project was appealed on <br />March 2, 2016, and approved by the Planning Commission on April 19, 2016 with a <br />condition of approval to require up to 13,515 square feet of ground floor retail. On <br />August 17, 2018, the Community Development Director amended the ground floor retail <br />condition of approval to allow a community center on the ground floor and require <br />traditional retail along the Broadway facing tenant space; and <br /> <br />WHEREAS, on August 6, 2019, the applicant, Mark Murray of Lane Partners, <br />filed an application for an amendment to the ground floor retail condition of approval in <br />order to allow a new financial service land use (Wells Fargo), and requested a <br />Downtown Planned Community Permit for four Downtown Precise Plan (“DTPP”) Area <br />guideline deviations including lineal frontage, storefront variation, number of entries, and <br />clear glazing, at 2075 Broadway (“Project”), in the DTPP; and <br />WHEREAS, under Section 2.0.3.A.1. of the DTPP, projects which propose <br />deviations from the DTPP Guidelines require review by the Architectural Advisory <br />Committee (“AAC”); and <br />WHEREAS, on June 4, 2020, the AAC held a duly noticed public hearing, in <br />accordance with all applicable requirements of the Redwood City Zoning Ordinance and <br />DTPP, with a vote of 5-0 recommend that the Planning Commission approve four DTPP <br />guideline deviations for lineal frontage, storefront variation, number of entrances in a <br />tenant space, and clear glazing; ; and <br /> <br />WHEREAS, on June 26, 2020, a public hearing notice was published in the San <br />Mateo Daily Journal and mailed to interested parties and all property owners within 300 <br />feet of the Property; and <br />WHEREAS, on July 7, 2020, the Planning Commission held a duly noticed public <br />hearing, in accordance with all applicable requirements of the Redwood City Zoning
