ATTY/RESO.0076/PC RESO ADOPTING & DENYING THE APPEAL & AFFIRMING THE ZA DECISION FOR 142 JETER <br />REV: 08-06-2020 PR <br />Page 2 of 7 <br /> <br />materials in the City’s file for the application and the Project, and all adopted City planning <br />documents relating to the Project and the property including the City’s General Plan, <br />Municipal Code, Zoning Ordinance, and other applicable City laws and regulations, have <br />together served as an adequate and appropriate evidentiary basis for the findings and <br />actions set forth in this Resolution. <br /> <br />2. The Planning Commission finds that the Project is exempt from the <br />California Environmental Quality Act (CEQA), pursuant to per Section 15303(a) (New <br />Construction or Conversion of Small Structures) as described in the Staff Report. <br /> <br />3. In upholding the Zoning Administrator’s decision, the Planning Commission <br />is able to make the required findings for approval of an Architectural Permit (Zoning <br />Ordinance Section 45.4). Specifically, the Planning Commission finds that: <br /> A. The existence of sufficient variety in the design of the structure and <br />grounds to avoid monotony in the external appearance; <br /> <br />The proposed house utilizes a variety of methods to avoid monotony in the elevations. <br />The architectural design of the home is a Spanish style and includes covered porches, <br />varied roof heights and setbacks on the second floor to break up the massing of the two- <br />story structure. The architectural style is also applied consistently on each elevation to <br />create a cohesive design. <br /> <br />B. The size and design of the structure shall be considered for the <br />purpose of determining that the structure is in proportion to its <br />building site and that it has a balance and unity among its external <br />features so as to present a harmonious appearance; <br /> <br />The proposed house meets all applicable development standards that address massing, <br />including setbacks, height and lot coverage. The Project is designed to be proportional to <br />the site by providing adequate building articulation broken up with varying roof heights <br />and incorporates stepbacks on the second story to further reduce the appearance of mass <br />and bulk. In addition, all of the roof pitches, slopes, and materials are consistent <br />throughout each elevation to present a balanced harmonious appearance. <br /> <br />C. The extent to which the structure conforms to the general character of <br />other structures in the vicinity insofar as the character can be <br />ascertained and is found to be architecturally desirable; <br /> <br />The proposed Project is consistent with the development pattern of the neighborhood, <br />which consists of one and two-story single family houses. The design of the house is <br />consistent with the Neighborhood Compatibility Guiding Principles for Streetscape <br />Frontage, and Massing and Design. The design is consistent with the streetscape <br />frontage guideline because it incorporates a detached garage located to the rear of the <br />property consistent with the strong pattern of detached garages in the neighborhood, and <br />a covered front porch entry, compatible with defined front entries in the surrounding <br />neighborhood. In response to design comments received by staff, the applicant revised <br />their proposal to include a detached garage, which subsequently reduced the Project size
