ATTY/RESO.0088/PC RESO GRANTING APPROVAL OF A USE PERMIT FOR 690 VETERANS BLVD <br />REV: 09-08-2020 PR <br />Page 2 of 19 <br />materials, including without limitation the CEQA determination, development plans, and <br />all other documents, reports, studies, memoranda, maps, oral and written testimony, and <br />materials in the City's file for the applications and the Project, and all adopted City planning <br />documents relating to the Project and the property including the City's General Plan, <br />Zoning Ordinance, Municipal Code, other applicable City laws and regulations, and all <br />associated approved and certified environmental documents, have together served as an <br />adequate and appropriate evidentiary basis for the findings and actions set forth in this <br />Resolution. <br />Section 2. CEQA: The Planning Commission finds that the Project is exempt from the <br />California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15332 <br />(Class 32 – “Infill Development Projects”), as further explained in the CEQA Memorandum, <br />because: <br />a. The project is consistent with the applicable general plan designation and <br />zoning regulations; and <br />b. The proposed development occurs within city limits on a project site of no more <br />than five acres substantially surrounded by urban uses; and <br />c. The project site has no value as habitat for endangered species; and <br />d. Approval of the project would not result in significant effects related to traffic, <br />noise, air quality, or water quality; and <br />e. The site can be adequately served by all required utilities and public services. <br /> <br />Section 3. Architectural Permit AP2019-024 (Section 45.4): <br />a. The existence of sufficient variety in the design of the structure and <br />grounds to avoid monotony in the external appearance. <br />The proposed building includes a defined base, visual breaks in the length of <br />the structure, and material transitions that provide separation and break up the <br />monotony of the structure. The corner of Brewster Avenue and Veterans <br />Boulevard features a distinctive tower with different materials and colors. The <br />massing also contains recesses, bump outs, and consistent glazing and <br />window design for architectural interest and to break up the massing. <br /> <br />b. The size and design of the structure shall be considered for the purpose <br />of determining that the structure is in proportion to its building site and <br />that it has a balance and unity among its external features so as to present <br />a harmonious appearance. <br />The site is located in an area zoned as a high intensity Mixed Use corridor and <br />is adjacent to Redwood City’s downtown. The proposed project meets the <br />maximum 60’-0” height limit, the required setbacks, and required the daylight <br />plane. The building is well designed with a consistent architectural style <br />throughout each elevation, including well-proportioned and consistent design <br />that creates a balanced and harmonious appearance. <br /> <br />c. The extent to which the structure conforms to the general character of <br />other structures in the vicinity insofar as the character can be ascertained <br />and is found to be architecturally desirable. <br />The project site is located in a Mixed Use Corridor and is also directly adjacent <br />to the boundaries of Redwood City’s Downtown. The hotel use is fully <br />compatible and would complement surrounding urban commercial uses and
