Modifications may be <br />granted if it is determined that the proposed development will provide an <br />environment of physical and functional desirability, in harmony with the <br />character of the surrounding neighborhood or district. <br /> <br />Parking Reduction. The project design with development standard <br />modifications to reduce the number of parking stalls from 91 to 78 spaces <br />would increase the functional desirability of the project. As part of the traffic <br />analysis, a parking study prepared by TJKM, the applicant’s transportation <br />consultant, determined that 78 parking spaces provided on-site would <br />adequately serve the hotel with use of full-time valet parking services, the <br />implementation of a TDM program, loading area for ride-sharing cars, and the <br />proximity to Redwood City’s Caltrain station (within ½ mile). The project would <br />utilize a parking stacker design to accommodate parking on-site. The <br />neighborhood character would be enhanced through the development of a <br />contemporary building that includes a number of off-site improvements such <br />as wider sidewalks, pedestrian scale lighting, street trees, bicycle lanes, and <br />green infrastructure improvements. The hotel would also be consistent with <br />the purpose of the MUC-VB zoning district, which encourages projects that <br />can be served by multiple transportation modes including public transportation, <br />ride-sharing, bicycling, and walking. The reduced parking requirement would <br />encourage flexibility of development to promote the most appropriate <br />expansion of the existing land use. <br /> <br /> Section 7. Conditionally Granted: The Architectural Permit, Conditional Use Permit, <br />Tentative Parcel Map, and Planned Development Permit are hereby conditionally approved <br />based on the Planning Commission’s consideration and reliance on the CEQA Memorandum <br />and in accordance with the attached and referenced plans, details and descriptions contained <br />therein, attached hereto and incorporated herein by reference, and subject to the Conditions <br />of Approval as provided in Exhibit A attached to this Resolution. <br />. <br />Section 8.
