The City Council hereby finds that <br />incorporating the requirements of Mitigation Measures HAZ-1 and HAZ-2 into the <br />Project would substantially lessen the severity of Impact HAZ-9b, such that this <br />potential impact would be less than significant, because Mitigation Measure HAZ- <br />1 requires hazardous building materials survey prior to building permit issuance for <br />demolition or renovation activities and abatement, including adequate precautions <br />to prevent potential exposure to workers or the public, and Mitigation Measure HAZ- <br />2 requires a site mitigation plan prior to the issuance of a grading permit and before <br />any substantial ground disturbance, which would establish site-specific cleanup <br />targets at the site and identify measures to protect future site users from contact <br />with contaminants. This finding is based on the entire record of proceedings for the <br />Project, including but not limited to the discussion and analysis set forth on pages <br />HAZ 4.9-2 through HAZ 4.9-5 of the Initial Study, which includes a full statement of <br />the impact and applicable mitigation measures and is hereby incorporated herein in <br />its entirety. <br /> <br />16. Hazards and Hazardous Materials Impact HAZ-9c: The project could emit hazardous <br />emissions or handle hazardous or acutely hazardous materials, substances, or waste <br />within one-quarter mile of an existing or proposed school. <br /> <br />Mitigation Measures. Mitigation Measures HAZ-1 and HAZ-2 will be <br />implemented for the Project as provided in the MMRP. <br /> Findings Regarding Impact HAZ-9c. Mitigation Measure HAZ-2 requires a <br />site mitigation plan prior to the issuance of a grading permit and before any <br />substantial ground disturbance that would require site-specific health and safety <br />plans to protect the general public and contingency procedures in case unknown <br />contamination is discovered during construction. This finding is based on the entire <br />record of proceedings for the Project, including but not limited to the discussion and <br />analysis set forth on pages HAZ 4.9-5 through HAZ 4.9-6 of the Initial Study, which <br />includes a full statement of the impact and applicable mitigation measures and is <br />hereby incorporated herein in its entirety. <br /> <br />17. Hazards and Hazardous Materials Impact HAZ-9d: The project would be at a site <br />that is included on a list of hazardous materials sites compiled pursuant to Government <br />Code Section 65962.5; and as a result, could create a significant hazard to the public <br />or the environment. <br /> <br />Mitigation Measures. Mitigation Measure HAZ-1 and HAZ-2 will be <br />implemented for the Project as provided in the MMRP.
