ATTY/RESO.0012/PC RESO GRANTING APPROVAL OF AN ARC PERMIT FOR 240 TWIN DOLPHIN DR <br />REV: 03-11-2021 PR <br />Page 1 of 21 <br />RESOLUTION NO. 21-01 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF REDWOOD CITY GRANTING APPROVAL OF AN ARCHITECTUAL <br />PERMIT, PLANNED DEVELOPMENT PERMIT, TENTATIVE MAP, AND <br />FLOOR AREA BONUS FOR THE 240 TWIN DOLPHIN DRIVE PROJECT <br /> <br />WHEREAS, Sandhill Property Company (the Applicant) submitted an application <br />for an Architectural Permit (AP2018-059), Planned Development Permit (PD2019-001), <br />and Tentative Map (TM2018-009), to construct a five-story, 202,010 square foot office <br />building, including a 0.2 (40,000 square foot) floor area ratio bonus for a total of 1.0 FAR <br />(the Project) located at 240 Twin Dolphin Drive which is within the Commercial Park (CP) <br />Zoning District; and <br />WHEREAS, on December 3, 2020 the Architectural Advisory Committee (AAC) <br />conducted a public hearing to consider the proposed project and voted 5-0 to recommend <br />that the Planning Commission (the Commission) approve the Project; and <br />WHEREAS, the Commission is empowered by Zoning Ordinance Article 45 <br />(Architectural Permits) and Article 46 (Planned Development Permits) to act upon <br />applications for Architectural Permits and Planned Development Permits and is also <br />empowered by the Subdivision Map Act and the Redwood City Code to consider <br />Tentative Map Applications; and <br />WHEREAS, on March 5, 2021, a public hearing notice was published in the San <br />Mateo Daily Journal and mailed to interested parties and all property owners within 500 <br />feet of the Property; and <br />WHEREAS, on March 16, 2021, the Commission considered the staff reports, <br />oral and written, and testimony and materials presented by all those wishing to be heard <br />on this Project at the duly noticed public hearing on this matter; and <br />WHEREAS, on March 16, 2021, the Commission conducted a duly noticed <br />public hearing, in accordance with all applicable requirements of the State Planning and <br />Zoning Law, the Redwood City Code, and the Redwood City Zoning Ordinance, to <br />consider approval of the Project, and received and considered oral and written reports <br />and application materials; and <br />WHEREAS, on March 16, 2021, the Commission considered whether the Project <br />is categorically exempt from the requirements of the California Environmental Quality Act <br />(CEQA), pursuant to CEQA Guidelines Section 15332 (Class 32 – “Infill Development”) as <br />explained in the CEQA compliance memorandum attached to the staff report (“CEQA <br />Memorandum”); and <br />WHEREAS, the Commission has determined that the proposed Project is <br />consistent with the General Plan goals and Zoning District standards and other applicable <br />provisions of the Redwood City Municipal Code and Zoning Ordinance, and Subdivision <br />Map Act.
