That the proposed use will be consistent with the various elements <br />and objectives of the general plan and any applicable Specific and Precise <br />Plans, and Zoning regulations for the subject location. <br /> <br />Wireless communication facilities may be constructed at the subject property. <br />Additionally, the General Plan supports the installation of wireless <br />telecommunication facilities. Goal BE-43 of the General Plan advocates for <br />access to high-quality, established, and emerging communications technologies <br />to facilitate efficient and affordable communication for individuals, businesses, <br />education, and government. <br /> <br />2. That the proposed use is compatible with surrounding uses. <br /> <br />The project is located in a mixed-use Zoning District, in an area with a mix of <br />active ground floor uses, offices, and high multifamily residential uses. The <br />project proposes to modify an existing rooftop cell site. The use would be <br />compatible with surrounding uses. <br /> <br />3. That the use and its associated structures and facilities will not be <br />detrimental to the public health, safety, or welfare of the people and <br />property of Redwood City. <br /> <br />All changes to antennas and wireless communication facilities expansions of <br />existing wireless facilities, and FRP boxes which would not impact public health <br />or safety, the general welfare, or the environment. All of the supporting <br />associated equipment would be located on the roof or within an enclosed <br />equipment area on the rooftop or behind fences that limit access. The facility will <br />be subject to City regulations and standards regarding site security, lighting, <br />noise, traffic/circulation, and parking. The applicant submitted a Radiofrequency <br />report and will be required to conform to FCC Standards for Wireless Facilities <br /> <br />4. That the use and facilities will not adversely affect or conflict with <br />adjacent uses or impede the normal development of surrounding property. <br /> <br />The facility is monitored and operated off-site and requires minimal maintenance. <br />The operation of the facility would not result in any additional noise, light, or <br />visual disturbance to the adjacent properties, and updating the wireless facility <br />would enable normal development of the surrounding property. <br /> <br />5. That adequate public and private facilities such as utilities, <br />landscaping, parking spaces and traffic circulation measures are or will be <br />provided for the proposed use. <br /> <br />The proposed use would be subject to limitations related to hours of operation for <br />weekly testing and maintenance, ensuring clearance of fire lanes at all times for <br />emergency vehicle access, and that traffic/circulation is not impeded.
