ATTY/RESO.0099/PC RESO FOR 1417 MIDDLEFIELD RD <br />REV: 11-12-2021 JB <br />Page 1 of 16 <br />RESOLUTION NO. 21-12 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY <br />OF REDWOOD CITY DETERMINING THE PROJECT TO BE <br />EXEMPT FROM CEQA AND APPROVING OF ARCHITECTURAL <br />PERMIT NO. AP2020-061 AND TENTATIVE PARCEL MAP NO. <br />TM2020-007 FOR 1417 MIDDLEFIELD ROAD <br /> <br />WHEREAS, the applicant, Linda S. Trobaugh (Applicant), on behalf of <br />Noventi QOZ Properties LLC (Property Owners), has applied for an Architectural <br />Permit to construct 415-square-foot addition and associated exterior renovations, <br />and a Tentative Parcel Map to subdivide the existing 15,159 square-foot lot into <br />two parcels to the property located at 1417 Middlefield Road (the Project); and <br /> <br />WHEREAS, 1417 Middlefield Road is a designated local historic resource <br />and is a contributor to the Stambaugh-Heller Historic District; and <br /> <br />WHEREAS, pursuant to Chapter 40 of the Redwood City Municipal Code <br />(Historic Preservation Ordinance), the Planning Commission shall review any <br />application to tear down, demolish, construct, alter, remove or relocate any <br />improvement, or any portion thereof; and <br /> <br />WHEREAS, the City of Redwood City (City) has received a historic <br />evaluation that concludes that the proposed Project would not create significant <br />adverse changes to the architectural style of the historic resource; and <br /> <br /> WHEREAS, on July 8, 2021 the Historic Resource Advisory Committee <br />Reviewed the Project and materials and recommended approval of the Architectural <br />Permit; and <br /> <br /> WHEREAS, on October 28, 2021 the Subdivision Committee Reviewed the <br />Project and materials and recommended approval of the Tentative Parcel Map; and <br /> <br /> WHEREAS, on November 5, 2021 a public hearing notice of the Planning <br />Commission hearing was published in the San Mateo Daily Journal and sent to the <br />Property Owner and was mailed to owners and tenants within 300 feet of the Project; <br />and <br /> <br />WHEREAS, on November 16, 2021 the Planning Commission conducted a <br />duly noticed public hearing in accordance with all applicable requirements of State <br />Law to review the permit application and related materials; and <br /> <br />WHERAS, on November 16, 2021, the applicant, adjacent neighbors and all <br />other interested parties were given the opportunity to participate in the public hearing <br />through oral testimony and the submittal of written comments; and <br /> <br />WHEREAS, on November 16, 2021, the Planning Commission fully reviewed, <br />considered, and evaluated the staff report prepared for the Project including the <br />attachments to the staff report, oral and written public testimony, and all other <br />documents and evidence in the public record on the Project.
