ATTY/RESO.0099/PC RESO FOR 1417 MIDDLEFIELD RD
REV: 11-12-2021 JB
Page 4 of 16

A. The existence of sufficient variety in the design of the structure and
grounds to avoid monotony in the external appearance;

The proposed structure utilizes a variety of methods to avoid monotony in the
elevations. The design includes recesses and stepbacks to provide articulation
and break up the first and second story massing. In addition, the design includes
architectural features to retain the architectural integrity of the historic structure
such as matching roof-slopes utilizing the same wood siding.

B. The size and design of the structure shall be considered for the purpose of
determining that the structure is in proportion to its building site and that it
has a balance and unity among its external features so as to present a
harmonious appearance;

The proposed addition and existing development meet all applicable
development standards that address massing, including setbacks, height, and lot
coverage. The project is designed to be proportional to the site by providing
adequate building articulation breaking up the addition with varying roof heights
and gables. The project is designed to be harmonious and compatible with the
matching existing colors and materials.

C. The extent to which the structure conforms to the general character of other
structures in the vicinity insofar as the character can be ascertained and is
found to be architecturally desirable;

The proposed addition is consistent with the size and scale of the neighborhood,
which consists of mainly one-and two-story structures. The historic character of
the property will be retained and preserved, especially with respect to the
streetscape and neighborhood compatibility. The additions, as proposed, are
mostly situated towards the rear and along the side of the property, except the
renovation of the Juliet balcony, creating minimal visual impact from the
streetscape frontage. By retaining and matching the architectural style and
exterior materials, the proposed additions would not detract from the existing
home, thus retaining the historical integrity of the structure. Specifically, the
existing exterior materials of wood paneling would be incorporated throughout the
new addition and the design incorporates matching roof-slopes utilizing the same
asphalt composition shingle roofing material. The new construction is
differentiated from the existing historic portion of the structure by the inclusion of
modern fiberglass windows without ornamentation to distinguish from the historic
wooden windows with decorative floral pattern boards on other portions of the
structure and would be consistent with the Secretary of the Interior’s standards.

D. The extent to which excessive ornamentation is to be used and the extent
to which temporary and second-hand materials, or materials which are
imitative of other materials, are to be used;

The structure does not include excessive ornamentation, in that the materials and
detailing are consistent with the existing house, protecting and enhancing the
integrity of the historic resource. Most of the proposed additions are sited towards
the rear and side of the property, except for the Juliet balcony renovation,
