The Planning Commission finds that the above recitals are accurate <br />and constitute findings in this matter, and with the staff reports, the application <br />materials, schedule of improvements, and all other documents, reports, <br />studies, memoranda, maps, oral and written testimony, and materials in the City’s <br />file for the application and the Project, and all adopted City planning documents <br />relating to the Project and the Property including the City’s General Plan, Municipal <br />Code, Zoning Ordinance, and other applicable City laws and regulations, have <br />together served as an adequate and appropriate evidentiary basis for the <br />f indings and actions set forth in this Resolution. <br /> <br />2. The Planning Commission finds that the proposed Project is exempt <br />from the requirements of the California Environmental Quality Act under Section <br />15308 Class 8 (Actions by Regulatory Agencies for Protection of the Environment) <br />and Section 15331 Class 31 (Historical Resource Restoration/Rehabilitation). The <br />Mills Act Contract will ensure the maintenance, restoration, enhancement, and <br />protection of the environment (which includes historical resources), and because <br />the maintenance and preservation work carried out is required to be consistent <br />with the Secretary of the Interior’s Standards for the Treatment of Historic <br />Properties. <br />3. The Planning Commission hereby recommends that the City Council <br />approve a Mills Act Contract for the Property. <br /> <br />4.
