ATTY/RESO.0073/PC RESO RECOMMENDING HISTORIC LANDMARK – 2312 HOPKINS AVE <br />REV: 09-28-2022 JB <br />Page 2 of 3 <br />built in 1928, identified as a historic resource in 1995, has remained largely <br />unchanged, and is a strong representation of residential Colonial Revival <br />brick construction in Redwood City. The lot also consist of an original <br />ornamental metal gate and a non-original brick garage. A historic evaluation <br />conducted in May of 2022, identified the following key external features: <br /> <br />1. Running bond pattern red brick <br />2. Columned and pedimented portico entry <br />3. Side-gabled roof <br />4. Arched French doors <br />5. Original six-over-one, double-hung windows <br />6. Canted bay window <br />7. Ceramic vents <br /> <br />WHEREAS, said Property and Property Owner do qualify for a Mills Act <br />Contract; and <br /> <br />WHEREAS, it is in the best interest of the City of Redwood City and the <br />residents therein, that a Mills Act Contract be approved to assist in the restoration <br />and preservation of the subject property. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING <br />COMMISSION AS FOLLOWS: <br /> <br />1. The Planning Commission finds that the above recitals are accurate <br />and constitute findings in this matter, and with the staff reports, the application <br />materials, schedule of improvements, and all other documents, reports, <br />studies, memoranda, maps, oral and written testimony, and materials in the City’s <br />file for the application and the Project, and all adopted City planning documents <br />relating to the Project and the Property including the City’s General Plan, Municipal <br />Code, Zoning Ordinance, and other applicable City laws and regulations, have <br />together served as an adequate and appropriate evidentiary basis for the <br />findings and actions set forth in this Resolution. <br /> <br />2. The Planning Commission finds that the proposed Project is exempt <br />from the requirements of the California Environmental Quality Act under Section <br />15308 Class 8 (Actions by Regulatory Agencies for Protection of the Environment) <br />and Section 15331 Class 31 (Historical Resource Restoration/Rehabilitation). The <br />Mills Act Contract will ensure the maintenance, restoration, enhancement, and <br />protection of the environment (which includes historical resources), and because <br />the maintenance and preservation work carried out is required to be consistent <br />with the Secretary of the Interior’s Standards for the Treatment of Historic <br />Properties.
