Pursuant to Section 15091 of the CEQA Guidelines, any subsequent actions <br />or approvals to implement the project shall be based upon and subject to the findings, <br />conclusions, mitigation measures and statements set forth in the FSEIR (including <br />the MMRP) and the Findings and Statements Required by the California <br />Environmental Quality Act and Statement of Overriding Considerations attached <br />hereto as Exhibit A. <br />Section 4. The Planning Commission further recommends that the City Council find <br />that the Reduced Office Alternative contained in the FSEIR meets the objectives of the <br />Project and produces similar or slightly reduced environmental impacts, including impacts <br />related to the intensity of development as described on pages 2.27-2.35 of the FSEIR, and <br />that specifically impacts related to traffic (including traffic that might potentially interfere with <br />emergency evacuation plans); criteria air pollutant, toxic air contaminant, and greenhouse <br />gas emissions; noise and vibration; population or employment; and demand for public <br />services and utilities, would generally be reduced compared to those of the Project such that <br />approval of the Reduced Office Alternative would be appropriate concurrently with <br />certification of the FSEIR. <br />Section 5.
