ATTY/RESO.0080/PC RESO RECOMMENDING TD AMENDMENTS <br />REV: 10-20-22 VR <br />Page 5 of 5 <br />employment district and ‘vital center’” by establishing a hub of transit supportive <br />uses, such as employment, near high quality public transit, goods, and services. <br />The Reduced Office Alternative also envisions the enhanced and relocated transit <br />center, consistent with the DTPP’s vision of “transit integration, featuring a <br />convenient transit station on display in the center (rather than the edge) of <br />Downtown.” And the Reduced Office Alternative would allow for the potential four- <br />track station an improved street network to access the new Transit Center and to <br />support active transportation consistent with RWC moves, the ECR Corridor Plan, <br />and the Walk, Bike, Thrive Plan. <br /> <br />b. The Reduced Office Alternative will not create conditions that would be <br />detrimental to the public health, safety, or general welfare and would instead <br />enhance the DTPP area by promoting planned, transit-oriented development, <br />including office and residential development, consistent with the vision of the <br />General Plan and the DTPP. The Reduced Office Alternative will also regulate <br />development surrounding the anticipated relocated Transit Center through <br />improvements to circulation and alterations to land use controls and development <br />standards that support transit-oriented development and that would be in the public <br />interest. The Reduced Office Alternative would establish the distinct Transit District <br />sub-area of the DTPP and provide for desired uses and land use controls as well <br />as program-level environmental review for such uses. And as detailed in the <br />FSEIR, the Reduced Office Alternative would result in reduced impacts to the <br />environment compared to the original Project. <br /> <br />c. Through the certification of the FSEIR and its associated Mitigation <br />Monitoring and Reporting Program, nearly all identified impacts associated with <br />the Reduced Office Alternative would be mitigated to less than significant levels <br />except for those certain significant and unavoidable impacts for which a Statement <br />of Overriding Considerations has been adopted. <br />Section 4. The Planning Commission hereby recommends that the City Council <br />of the City of Redwood City approve and adopt the Reduced Office Alternative, including <br />the amendments to the DTPP as provided in Exhibits A and C and the amendments to <br />the General Plan as provided in Exhibit B, all of which are attached hereto and are <br />incorporated herein by reference, and which add text shown in underline (example) and <br />delete text shown in strikeout (example). Wording in brackets ([example]) is informational <br />only and is not to be included in the published General Plan or DTPP. <br />Section 5. This resolution shall go into effect immediately upon adoption. <br />* * *
