Findings and Statements Required by the California Environmental Quality Act <br />Harbor View Project PAGE 16 OF 48 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A <br />REV: 11-02-2022 VR <br />DEIR, since the Revised Project is smaller than evaluated in the DEIR (generating 3,061 employees <br />compared to 4,579 employees). Therefore, the Revised Project, in combination with cumulative <br />development, would not substantially contribute to significant unplanned employment growth. The <br />impact would be less than significant. (DEIR pp. 4.11-9 to 4.11-10; FEIR p. 2-16.) <br />4.12 Public Services <br />Impact PSR-1: The Project could result in an increase in calls for police services, but would not <br />require new or physically altered police facilities, the construction of which could cause <br />significant environmental impacts, in order to maintain acceptable performance objectives. <br />Findings Regarding Impact PSR-1: The DEIR identified that no aspect of the Revised <br />Project, specifically the new employee population and development on the site, would result in a <br />substantial increase in calls for police services. Also, it is likely that the proposed commercial office <br />development may have private security services typical of this type of land use and businesses <br />likely to occupy the Project building. Therefore, the change with the Project would not warrant the <br />construction of new or physically altered police facilities to maintain current service ratios, <br />although additional staff or equipment may be warranted. Further, the Revised Project is a smaller <br />scenario than evaluated there (generating 3,061 employees compared to 4,579 employees, and <br />765,150 square feet of office use compared to 1,144,748 square feet). The impact would be less <br />than significant. (DEIR p. 4.12-8; FEIR p. 2-16.) <br />Impact PSR-2: The Project could result in an increase in calls for fire protection and emergency <br />medical response services, but would not require new or physically altered fire protection or <br />emergency medical facilities, the construction of which could cause significant environmental <br />impacts, in order to maintain acceptable performance objectives. <br />Findings Regarding Impact PSR-2: The DEIR identified that no aspect of the Revised <br />Project, specifically the new employee population and development on the site, would result in new <br />demand that would warrant the construction of new or physically altered facilities to maintain <br />current service ratios of fire and emergency medical response services. Further, the Revised Project <br />is smaller than evaluated in the DEIR (generating 3,061 employees compared to 4,579 employees, <br />and 765,150 square feet of office use compared to 1,144,748 square feet), which would reduce <br />impacts from those identified in the DEIR. Also, the Revised Project would comply with all local <br />and state fire and safety codes and requirements, including adequate water facilities and resources. <br />Also see Impact TRANS-20, below. The impact would be less than significant. (DEIR p. 4.12-9; <br />FEIR p. 2-16.) <br />Impact PSR-3: The Project could result in new students for local schools, but would not result <br />in the need for new or physically altered school facilities, the construction of which could cause <br />significant environmental impacts, to maintain acceptable performance objectives. <br />Findings Regarding Impact PSR-3: The Revised Project would pay fees towards school <br />facilities under SB 50, which are considered full and complete mitigation of school facility impacts. <br />Therefore, the impact is less than significant. (DEIR p. 4.12-10; FEIR p. 2-16.)
