ATTY/RESO.0083/PC RESO RECOMMENDING GENERAL PLAN AMENDMENT APPROVAL – HARBOR VIEW PROJECT <br />REV: 10-28-22 VR <br />Page 5 of 9 <br />A Water Supply Assessment (WSA) for the Harbor View Project <br />(Project) has been prepared. The City's 2020 Urban Water Management <br />Plan (UWMP), City-wide demand for potable water is projected to be 10,207 <br />acre-feet per year (afy) in the year 2045, which is below the City’s Individual <br />Water Supply Guarantee (ISG) of 12,243 afy. This demand includes the <br />proposed project potable water demand of 26.2-acre feet per year, and <br />anticipated growth in demand projected to occur between 2020 and 2045. <br />As such, the WSA determined that the City has sufficient water to meet all <br />of its expected future water demands, including the demands of the <br />proposed Project, in normal years and in dry years with the implementation <br />of City’s Water Shortage Contingency Plan through 2040. <br />b. Recommendation. The Planning Commission recommends that the <br />City of Council of the City of Redwood City adopt the proposed ordinance, in <br />substantially the form attached hereto as Exhibit C, approving the Development <br />Agreement. <br /> <br />6. Architectural Permit. <br /> <br />a. Findings. The Planning Commission makes the following findings: <br /> <br />i. The existence of sufficient variety in the design of the structure <br />and grounds to avoid monotony in the external appearance; <br /> <br />The buildings are well designed with vertical and horizontal <br />articulation to differentiate the individual units and provide visual interest. <br />The use of a mix of materials avoids monotony in the external appearance. <br />The office buildings and amenities’ building are well designed. Building <br />materials include metal panels with color variation, metal sunshades and a <br />stone base. In addition, the glassy areas of the building include high <br />performance vision glass and spandrel glass with aluminum mullions. The <br />glassy lobby includes a highly visible wood soffit-ceiling component that <br />introduces a major element of natural surfaces to further complement the <br />textured approach. Gently curving roof screens and penthouse roof areas <br />are also clad in textured metal panels to carry the overall theme through the <br />design. The parking garage contains multiple exterior materials including <br />horizontal metal fins, painted concrete spandrels with reveals, pre-finishing <br />perforated metal scrim and painted cement panels with reveals. The project <br />was reviewed the AAC, which determined that the building design was <br />architecturally desirable. <br /> <br />ii. The size and design of the structure shall be considered for <br />the purpose of determining that the structure is in proportion to its building
