<br /> <br />Exhibit F-11 <br />ATTY/AGR/2022.389/HARBOR VIEW PROJECT DEVELOPMENT AGREEMENT <br />REV: 10-28-2022 VR <br />and code enforcement) of the City or as provided in Health and Safety Code Section 33411.3 or <br />by public projects implemented by the City; or (b) live (or have ever lived), work or have been <br />offered work in the City of Redwood City (“Local Preference”). <br />Section 4.6 Resident Services. Owner shall promote and connect residents to Owner’s <br />social and community services. In the event of any assignment of this Agreement from St. Francis, <br />the assignee shall agree to promote similar services as provided by St. Francis. <br />ARTICLE 5. <br />PROPERTY MANAGEMENT AND MAINTENANCE <br />Section 5.1 Management Responsibilities. Owner is responsible for all management <br />functions with respect to the Project, including without limitation the selection of residents, <br />certification and recertification of household size and income, evictions, collection of rents and <br />deposits, maintenance, landscaping, routine and extraordinary repairs, replacement of capital <br />items, and security. The City shall have no responsibility over management of the Project. Owner <br />shall retain a professional property management company, approved by the City in its reasonable <br />discretion, to perform its management duties hereunder. A resident manager shall also be <br />required. [INSERT FOR 33, 44 AND 50 RENATO COURT – “The resident manager shall reside <br />on-site at the Property.” OR INSERT FOR 86 RENATO COURT - “The resident manager shall <br />reside in close proximity at the property located at 33, 44 and 50 Renato Court.”] City hereby <br />approves St. Francis as the initial manager for the Project. Not later than thirty (30) days following <br />the Effective Date, Owner shall submit for City review and approval, a plan for managing the <br />Property (“Management Plan”), which Management Plan shall include, but not be limited to, <br />details on how Owner plans to market the Units to prospective applicants in accordance with fair <br />housing law and this Agreement, Owner's tenant selection criteria and how Owner plans to certify <br />the eligibility of applicants. The Management Plan shall also describe the management team and <br />shall address how Owner and the Management Agent plan to manage and maintain the Property <br />and the Project. The Management Plan shall include the proposed management agreement if St. <br />Francis is not the Owner, and the form of rental agreement that the Owner proposes to enter into <br />with Residents. The City shall approve or disapprove (with written explanation for disapproval) of <br />the proposed Management Plan by notifying the Owner in writing within thirty (30) days of the <br />date of submission to the City. Owner shall abide by the approved Management Plan in marketing, <br />managing, and maintaining the Property and the Project throughout the term of this Agreement <br />and shall submit proposed modifications to the City for review and approval. <br />Section 5.2 Management Agent; Periodic Reports. The Project shall at all times be <br />managed by an experienced management agent reasonably acceptable to the City, with <br />demonstrated ability to operate residential facilities like the Project in a manner that will provide <br />decent, safe, and sanitary housing (as approved, the “Management Agent”). City hereby approves <br />St. Francis as the initial Management Agent for the Project. At any time that St. Francis is note <br />the Owner of the Project, the Owner shall submit for the City's approval the identity of any <br />proposed Management Agent and resident manager. The Owner shall also submit such additional <br />information about the background, experience and financial condition of any proposed <br />Management Agent and resident manager other than St. Francis as is reasonably necessary for the <br />City to determine whether the proposed Management Agent or resident manager meets the
