The Planning Commission finds that the above recitals are accurate and <br />constitute findings in this matter, and with the staff reports, the application materials, <br />development plan, and all other documents, reports, studies, memoranda, maps, oral and <br />written testimony, and materials in the City’s file for the application and the Project, and <br />all adopted City planning documents relating to the Project and the property including the <br />City’s General Plan, Municipal Code, Zoning Ordinance, and other applicable City laws <br />and regulations, have together served as an adequate and appropriate evidentiary basis <br />for the findings and actions set forth in this Resolution. <br /> <br />2. The Planning Commission finds that the project is exempt from the <br />requirements of the California Environmental Quality Act (CEQA) Guidelines per Section <br />15301 Class 1(e) (Existing Facilities) as the addition is less than 50 percent of the existing <br />structure and does not exceed 2,500 square feet. Furthermore, none of the exceptions to <br />the Class 1 exemption apply. In particular, the historical resource exception (Section <br />15300.2(f)) does not apply because there is no substantial adverse change to the <br />significance of the historical resource as the architectural style, distinctive materials, and <br />features that characterize the property will be preserved. Additionally, the Project has <br />been evaluated under the Secretary of Interior Standards and is found to be compatible <br />and will not adversely impact the historic character of the existing structure. <br /> <br />3. The Planning Commission finds that the Project meets the Permit Approval <br />Criteria set forth in Municipal Code Section 40.10 and approves the permit subject to the <br />Conditions of Approval attached hereto as Exhibit A. Specifically the Planning <br />Commission finds that: <br /> <br />A. In the case of any property designated a historic landmark, the <br />proposed work would not detrimentally alter, destroy or adversely <br />affect any exterior architectural feature; or <br /> <br />The proposed work would not detrimentally alter, destroy or adversely affect <br />any exterior architectural features of the existing structure because the <br />proposed improvements are located in an area which does not consist of <br />exterior character defining features. The additions are found to be <br />compatible with the existing home and therefore will not impact the <br />structure’s historic integrity. Furthermore, the Historic Resource Evaluation <br />report finds that the addition will retain the scale and features of the original <br />structure. <br /> <br />B. In the case of any property located within a historic district, the <br />proposed construction, removal, rehabilitation alteration, remodeling, <br />excavation or exterior alteration conforms to the prescriptive <br />standards as adopted by the Commission, and does not adversely <br />affect the character of the district; or <br /> <br />Not applicable, the property is not a located within a designated historic <br />district. A historic district is defined as an area containing improvements
