BAYSHORE ROAD <br />REV: 12-09-22 VR <br />Page 1 of 61 <br />RESOLUTION NO. 22-14 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br />REDWOOD CITY CERTIFYING THE FINAL ENVIRONMENTAL IMPACT <br />REPORT FOR THE 557 EAST BAYSHORE ROAD MIXED USE PROJECT; <br />ADOPT CEQA FINDINGS; AND ADOPT A MITIGATION MONITORING AND <br />REPORTING PLAN, ALL IN ACCORDANCE WITH THE REQUIREMENTS OF <br />THE CALIFORNIA ENVIRONMENTAL QUALITY ACT <br /> <br /> <br />WHEREAS, Applicant, Syres Properties & VillaSport LLC, submitted an application for a <br />Architectural Permit (AP 2019-012), Use Permit (UP2019-001), and Vesting Tentative Parcel Map <br />(ZM 2019-001), for the mixed-use project consisting of two five-story multifamily buildings totaling <br />480 for rent apartment units (including 85 below market rate units) and a 97,101 square foot <br />indoor fitness center with 54,322 square feet of outdoor fitness area at 557 E. Bayshore Road; <br />and <br /> <br />WHEREAS, Applicant, Syres Properties & VillaSport LLC, previously submitted an <br />application (AP2015-127 & UP2015-023) for a mixed-use project consisting of two five-story <br />multifamily buildings totaling 336 for rent apartment units and a 96,599 square foot fitness center <br />that was withdrawn and replaced with the subject application described above and consistent with <br />the staff report; and <br /> <br />WHEREAS, on July 16, 2019, the Planning Commission held a duly noticed scoping <br />session for the preparation of an Environmental Impact report (EIR) to analyze the project; and <br /> <br />WHEREAS, on July 16, 2019, the Planning Commission held a duly noticed scoping <br />session for the preparation of an Environmental Impact report (EIR) to analyze the project; and <br /> <br />WHEREAS, the City determined that the Project required the preparation of an <br />Environmental Impact Report (“EIR”), pursuant to the requirements of the California <br />Environmental Quality Act (Public Resources Code Section 21000 et seq.; hereafter, “CEQA”), <br />and the Guidelines for Implementation of the California Environmental Quality Act (Title 14, <br />Sections 15000 et seq. of the California Code of Regulations; hereafter, the “CEQA Guidelines”); <br />and <br /> <br />WHEREAS, the Draft EIR for the Project (“DEIR”) was circulated for public review and <br />comment for 46 days beginning on August 11, 2022 and ending on September 26, 2022. and was <br />filed with the State Office of Planning & Research under State Clearinghouse No 2017072047; <br />and <br /> <br />WHEREAS, on September 6, 2022, the Planning Commission held a duly noticed public <br />hearing and received public comment on the DEIR.
