These findings regarding the Project’s potential growth- <br />inducing impacts are based on the analysis on page 210 of the DEIR, which is hereby <br />incorporated in its entirety. <br />Impact GRO-1: The Project would not foster or stimulate significant economic or <br />population growth in the surrounding environment. <br />B. Findings Regarding Potentially Significant Impacts. <br />The following potential environmental impacts of the 557 East Bayshore Road <br />Project were determined to be potentially significant and to require mitigation measures to <br />avoid their effects or to reduce their severity, as set forth in Chapter 3 of the DEIR, as <br />incorporated into the EIR. The Planning Commission concurs with the conclusions in the <br />DEIR, as incorporated into the EIR, and makes the following findings with respect to such <br />potentially significant impacts. <br />1. Air Quality Impact AIR-2: The project could result in a cumulatively considerable net <br />increase of any criteria pollutant for which the project region is non-attainment under an <br />applicable federal or state ambient air quality standard. <br /> <br />Mitigation Measures. EIR Mitigation Measures AIR-2.1 & AIR-2.2 will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact AIR-2. The Planning Commission finds that <br />incorporating the requirements of Mitigation Measures AIR-2.1 & AIR-2.2 into the Project <br />would substantially lessen the severity of Impact AIR-2, such that this impact would be <br />less than significant, because Mitigation Measures AIR-2.1 and AIR-2.2 requires all <br />construction activities to occur in compliance with the Bay Area Air Quality District’s best <br />management practices, which the District has determined reduce the health risks associated <br />with fugitive dust from construction activities to acceptable levels. The measures also <br />require certain construction equipment to meet U.S. EPA Tier 4 emission standards for <br />PM. This finding is based on the entire record of proceedings for the Project, including but <br />not limited to the discussion and analysis set forth on pages through 32-46 of the DEIR, <br />which includes a full statement of the impact and applicable mitigation measures and is <br />hereby incorporated herein in its entirety. <br />2. Air Quality Impact AIR-3: The Project could expose sensitive receptors to substantial <br />pollutant concentrations. <br /> <br />Mitigation Measures. EIR Mitigation Measures AIR-2.1 & AIR-2.2 will be implemented <br />for the Project as provided in the MMRP. <br /> <br />Findings Regarding Impact AIR-3.
