BAYSHORE ROAD <br />REV: 12-09-22 VR <br />Page 4 of 61 <br /> <br />EXHIBIT A <br /> <br />Findings and Statements required by the California Environmental Quality Act (Public <br />Resources Code section 21000 et seq) <br /> <br />I. Introduction <br /> <br />On behalf of the City of Redwood City (the “City”), and pursuant to the California <br />Environmental Quality Act (“CEQA”) and Title 14, Chapter 3 of the California Code of <br />Regulations (the “CEQA Guidelines”), the City’s Planning Division has prepared an <br />Environmental Impact Report (the “EIR”) for the 557 E. Bayshore-Mixed Use Project (the “557 <br />East Bayshore Road Project” or the “Project”). The City is the lead agency for the EIR. <br />To support its certification of the EIR and approval of the Project, the Planning <br />Commission of the City of Redwood City makes the following findings of fact (the “Findings”). <br />These Findings contain the Planning Commission’s written analysis and conclusions regarding the <br />project’s environmental effects, mitigation measures, alternatives to the proposed project.. These <br />Findings are based upon the entire record of proceedings for the EIR, as described below. <br />II. Project and Environmental Review <br /> <br />The 557 East Bayshore Road Project proposes to redevelop the existing Redwood Plaza Shopping <br />Center into a new mixed-use development that would include residential, commercial, and retail <br />uses. The Project site consists of the construction of two five-story multifamily residential <br />buildings (Buildings A and B) on the northern portion of the site and a 151,423 square-foot (sf) <br />fitness center that consists of a 97,101 sf indoor gym (VillaSport Building) and 54,322 sf for <br />outdoor fitness center uses on the southeastern portion of the site. The southwestern portion of the <br />site would be developed with a paved parking area. All existing improvements on the site would <br />be removed to accommodate the proposed development. <br /> <br />In the summer of 2019, pursuant to State CEQA Guidelines Section 15063, <br />the City determined that the Project could result in potentially significant environmental impacts <br />and that an EIR would be required. In compliance with Section 21080.4 of CEQA, the City <br />circulated a Notice of Preparation (“NOP”) of a Draft Environmental Impact Report (the “DEIR”) <br />for the Project to the Office of Planning and Research (OPR) State Clearinghouse and interested <br />agencies and persons on July 16, 2019 for a 30-day review period. The NOP solicited comments <br />regarding the scope of the DEIR from identified responsible and trustee agencies, as well as <br />interested parties. <br />The DEIR was published by the City and available for review for a 57-day comment period <br />from August 11, 2022 to September 26, 2022. During the comment period, the interested public <br />and responsible and trustee agencies were invited to submit comments on the DEIR to the City’s <br />Community Development Department. Written and verbal comments on the DEIR were also <br />accepted at a Planning Commission hearing held on September 6, 2022.
