While the state law also references specific plans, there is no specific plan that applies to the project site. b. The Planning Commission approves the Vesting Tentative Parcel Map subject to the Conditions of Approval attached hereto as Exhibit A. 5. Affordable Housing Plan. The review authority may approve or conditionally approve an affordable housing plan that proposes affordable units if it makes specific findings, based on substantial evidence. In support of the Affordable Housing Plan, the Planning Commission finds that: a. Findings. The Planning Commission finds that: i. The proposed affordable units comply with the applicable standards in this Article, including, without limitation, the requirement that the affordable units be made available for concurrent occupancy per Section 29.6B The affordable units comply with applicable standards and will be made available concurrent to market-rate units as proposed in the project’s affordable housing plan and required per Conditions of Approval. ii. The affordable units will mitigate the impact of the project on the need for affordable housing if the units are being provided under the Affordable Housing Impact Fee program. The affordable units are being provided under the Affordable Housing Impact Fee program, therefore, mitigate the impact of the project. b. The Planning Commission approves the Affordable Housing Plan subject to the Conditions of Approval attached hereto as Exhibit A. 6. This resolution is effective upon its adoption. * * *
