WHEREAS, in response to the proposed recommendations for greater compliance <br />and compatibility included in the Compatibility Evaluation, the Applicant modified the <br />Project’s vertical addition to be constructed a simple contemporary style which is <br />compatible with the existing structure and included several other modifications to enhance <br />the design; and <br />WHEREAS, Staff reviewed the revised project plans incorporating the <br />recommendations from the Compatibility Evaluation and finds that the proposed Project’s <br />revised plans comply with all preservation methods identified in the DTPP and the <br />Secretary of the Interior’s Standards for Rehabilitation; and <br />WHEREAS, on June 8, 2023, the HRAC held a duly noticed public hearing, in <br />accordance with all applicable requirements of State Law, to consider the Project’s historic <br />aspects and compatibility and supporting materials, and adopted Resolution 23-03, <br />recommending approval of the Downtown Planned Community Permit and Sign Permit to <br />the Planning Commission; and <br />WHEREAS, on July 7, 2023, ten days before to the hearing date, notice of the <br />Planning Commission hearing was mailed to owners and tenants within 300 feet of the <br />project site, placed in the San Mateo Daily Journal and posted on the City’s website; and <br />WHEREAS, on July 18, 2023, the Planning Commission held a duly noticed public <br />hearing, in accordance with all applicable requirements of State Law, to review Downtown <br />Planned Community Permit application No. DPC2022-001and UP2023-002 and <br />supporting materials. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION <br />OF THE CITY OF REDWOOD CITY, AS FOLLOWS: <br />Section 1. The recitals set forth above are true and correct and are incorporated <br />herein by this references as if fully set forth in their entirety. <br />Section 2. The Planning Commission, having independently heard, considered, <br />and weighed all the evidence in the record, finds that the above recitals are accurate <br />and constitute findings in this matter and, together with the staff report and the application <br />materials, including without limitation the CEQA determination, development plans, and <br />all other documents, reports, studies, memoranda, maps, oral and written testimony, and <br />materials in the City’s file for the applications and the Project, and all adopted City <br />planning documents relating to the Project and the property including the City’s General <br />Plan, Zoning Ordinance, Municipal Code, Downtown Precise Plan, and the Secretary of <br />the Interior’s Standards, other applicable City laws and regulations, and all associated <br />approved and certified environmental documents, have together served as an adequate <br />and appropriate evidentiary basis for the findings and actions set forth in this Resolution. <br />Section 3. The Planning Commission finds that the Project is exempt from the <br />California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section <br />ATTY/RESO.0074/ PC APPROVING DOWNTOWN PLANNED COMMUNITY PERMIT FOR PROJECT AT 1100 EL CAMINO REAL <br />REV: 07-11-2023 JB <br />Page 2 of 23
