<br />6.1A <br />Page 4 <br /> <br />PUBLIC WORKS SERVICES DEPARTMENT <br />MEMORANDUM <br /> <br />Date: <br /> <br />November 10,2009 <br /> <br />From: <br /> <br />Peter Ingram, City Manager <br />Terence Kyaw, Fleet Manager -# <br />.............. <br />Larry Barwacz, Public Works Services Director /) npl~ l,/.~ <br /> <br />To: <br /> <br />Through: <br /> <br />SUBJECT: NEW GENERATOR PURCHASE - RESPONSE TO CITY COUNCIL <br /> <br />PUBLIC COMMENT: Cost increase for the purchase of a new generator. <br /> <br />FACT: The 2009-2010 budgeted amount was $153,129.00 and the purchase price is $143,273.81. <br />Therefore, the purchase price is $9,855.19 less than the budgeted amount. <br /> <br />PUBLIC COMMENT: The US EPA adopted the emissions standard that may affect this generator in <br />2014. <br /> <br />FACT: This generator has the highest emissions standard engine we can purchase in 2009. The <br />2014 emissions standard (Tier 4) mentioned was a possible version of the 2010 emissions standard <br />for on-road vehicles. The industry assumes this will come down to off-road equipment-farm <br />equipment, road construction equipment, and miscellaneous municipal equipment-in the near <br />future. At this time there are a few technical and safety glitches that prevent this law from moving <br />forward to the off-road equipment. The generator we plan to purchase is not in either category. At <br />this point, it is considered a Portable Emeraencv StandbY Generator which both the California Air <br />Resource Board (CARB) and Bay Area Air Quality Management District (BMQMD) allow us to <br />operate in their jurisdiction with a permit. <br /> <br />PUBLIC COMMENT: The generator operation will be limited to 100 hours per year. <br /> <br />FACT: In case of an emergency, this generator will be operable to an unlimited amount of hours <br />(sample permit attached). However, reliability tests such as load tests and maintenance runs will be <br />limited to 100 hours per year. We currently have a generator that has a 20 hour per year reliability <br />test allowance and we have yet to experience the need for any additional reliability test hours. <br /> <br />PUBLIC COMMENT: It has the capacity to carry 400 gallons of diesel fuel. This is possibly an <br />expensive expenditure if the unit does not use its fuel within its one year shelf life. <br /> <br />FACT: Although it seems that a larger amount of fuel is carried by this generator, our intentions are <br />not to fill it to its full capacity. Ifs designed to carry fuel for 24 hours of operation without having to <br />be refueled. This is a desirable option in an emergency situation. <br />
