<br />REPORT <br /> <br />6.1F <br />Page 1 <br />I <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 23, 2009 <br /> <br />SUBJECT <br />Professional service agreement with Huffman-Broadway Group, Inc. in the amount of <br />$186,700.00 for state and federal environmental regulatory agency permitting <br />assistance for the San Carlos Airport Levee Improvement Project. <br /> <br />RECOMMENDATION <br />Approve, by motion, the professional service agreement with Huffman-Broadway Group, <br />Inc. for state and federal environmental regulatory agency permitting assistance for the <br />San Carlos Airport Levee Improvement Project in an amount not to exceed $186,700.00 <br />and authorize the City Manager to increase the contract amount up to 100/0 if necessary. <br /> <br />BACKGROUND <br />In response to the Federal Emergency Management Agency's (FEMA) levee <br />certification mandate, staff continues work on the levee improvement and certification <br />projects to raise the height and certify the levees in the Redwood Shores area prior to <br />September 2010 which is the effective date of the new Flood Insurance Rate Maps. <br /> <br />FEMA has determined that segments of levee bordering the San Carlos Airport, partly <br />owned by San Mateo County and City of San Carlos, must be improved and certified to <br />provide complete flood protection for the Redwood Shores Peninsula. Levee <br />improvement plans for these segments are also underway, with the city taking the lead <br />on this multijurisdictional effort. The City will advance the cost for the design, <br />permitting, and construction of the San Carlos Airport Levee Project and seek <br />reimbursement from the County and San Carlos. A Memo of Understanding exists with <br />the City of San Carlos that contains the details of the reimbursement provision and <br />indentifies responsibilities during a period of collaboration. The Memo of Understanding <br />proposed with the County of San Mateo remains pending until the County and City <br />reach agreement. Permits are expected to issue in early December that will allow <br />construction to start later that month. <br /> <br />Before construction can begin, authorization from several state and federal agencies, <br />such as the Corps of Engineers, San Francisco Bay Regional Water Quality Control <br />Board, and the San Francisco Bay Conservation and Development Commission, will be <br />required. Potential habitat for the federally-listed Salt Marsh Harvest mouse and <br />California Clapper rail occur adjacent to the Redwood Shores levees, and fish species, <br />possibly including special status species, may occur within the inboard and outboard <br />sides of the levee. Because federally-listed species may be affected by the project, the <br />Corps may consult with the U.S. Fish and Wildlife Service and the National Oceanic & <br />Atmospheric Administration. <br />
