Follow Up Report on Status of Marketing
Staff gave update-posters had been ordered with mount for flyers, new seasonal flyer,
mailing to target areas of about 7,500 owners. Monthly ads have been placed in the
Spectrum and in the Latino Film Festival materials.

Member Bondonno suggested looking into putting our flyers in the shuttle since its path
is through low income neighborhoods.

Member Blackburn suggested partnering with the Senior Affairs Commission and senior
centers.

The housing website is being completely redesigned. The HILC Committee will be
asked to provide content for quarterly updates. Members Call and Blackburn
volunteered for the first articles. Member Warhurst also noted that he could contribute.

6. Items of Committee Interest - Staffing was discussed with the Committee noting
that Mary Jean would be retiring in December and that it would be critical to recruit to
refill her position soon. Mary Jean's role is front line with loan applicants; the position
handles the eligibility screening and loan application processing. After the Construction
Manager determines the cost of the work to be performed, the loan amount is
established and Mary Jean's position processes the loan application for review by the
HILC. Upon loan approval, this position prepares and records loan documents and sets
the loan up for collection.

Since the marketing effort is underway, it will be important to have staff available to the
applicants to process the loans. The Construction Manager position, which is currently
contract, needs a meet and confer with SEIU to establish a salary range for the position
so that it can become a permanent position since the contract cannot be renewed again.
These things will be necessary to accomplish to stabilize program staffing which is
already budgeted for the next fiscal year.

7. Adiournment There was no further business and the Committee adjourned.
MIS (Blackburn/Bondonno) to adjourn.

1:\2009 STAFF REPORTS, AGREEMENTS\II-2009\HlP Subordination\Minutes Loan Committee 1~14.09_doc
