REPORT

7A
age 1

November 23, 2009

SUBJECT
Redwood City Strategic Plan

RECOMMENDATION
Affirm Redwood City Strategic Plan

BACKGROUND
At the priority setting session in February of 2008, the City Council expressed an
interest in creating a citywide strategy that would better align council priorities with
financial resources, and allow for a more informed and in-depth annual discussion of
how best to achieve desired results. To accomplish those goals, the Council directed
staff to develop the first Redwood City Strategic Plan.

Subsequently, staff gathered input from the Council on several occasions, the Council
approved the plan's proposed framework, and staff developed several drafts of the plan,
revising and refining it before presenting it to Council for approval. The Council
approved the Strategic Plan in June 2009, and since then staff has taken the
opportunity to improve the format of this document for publication, without modifying the
content.

Looking forward, and as it is a "living" document, the Strategic Plan will be continuously
refined and updated based on the City Council's Strategic Initiatives Annual Update
meetings each February. After the Council's Strategic Initiatives Annual Updating
meeting and after development of the 2010/2011 fiscal year budget, staff wiJI begin
developing objectives for the new fiscal year under each goal statement contained in
the Strategic Plan. Progress on the objectives will be reported to the Council on a
quarterly basis beginning in July, 2010. The first-ever Redwood City Citywide Annual
Report will also be completed by early January and be provided to Council in advance
of their Annual Strategic Initiatives Update session in February.

This evening, staff is happy to present the finalized version of the first Redwood City
Strategic Plan, and ask Council to affirm this document for publication.

ALTERNATIVES
Council could elect not to affirm the Strategic Plan as presented.

FISCAL IMPACT
There is no financial impact associated with the Council's affirmation of the Strategic
Plan. However, going forward, implementation of the Plan may require budget
resources.
