<br />8A <br />Page 3 <br /> <br />Carroll Wills, California Professional Firefighters' (CPF) communications director and Randy <br />Perry, legislative representative for the Peace Officers Research Association of California <br />(PORAC) made presentations to the Committee. Wills and Perry gave Insight on their members' <br />concerns about public agency reaction to the economic crisis. Based on research, the labor <br />representatives believe that the public pension reform issue is not a priority for voters, therefore, <br />Wills and Perry suggest that local agencies and the League should not rush into creating new <br />policy that affects pensions. <br /> <br />Pension reform and League policy have been a topic for the committee since January of this year <br />and will continue to be a topic in future meetings. A subcommittee of the Employee Relations <br />Committee will meet in late November or early December to discuss the League's position on this <br />issue. <br /> <br />While CPF and PORAC believe that pension reform is not a priority for the public, former <br />Assembly Member Keith Richman filed his initiative on Thursday, Nov. 5 to reform public <br />pensions through a ballot measure. He intends to qualify the measure for the November 2010 <br />ballot. <br /> <br />Apply Now for a League Policy Committee Position <br /> <br />City officials Interested in being on a 2010 League policy committees must immediately apply. <br />Friday, Nov. 13 is the deadline to be considered for a presidential appointment. The application <br />includes a request and a brief biography. <br /> <br />There are several ways to join a policy committee: division, department, affiliate and presidential <br />appointments. <br /> <br />Division <br />Elected or appointed officials should contact their division president to express interest in serving <br />on a policy committee. Each division president has two appointments per committee. <br /> <br />Department . <br />City staff should contact their department president to express interest in serving on a policy <br />committee. Each department president has one appointment per committee. <br /> <br />Affiliate <br />Several statewide associations have been granted affiliate status with the League (CAPIO, <br />CSMFO, etc.). Some members designate one representative to each policy committee; others <br />only designate a representative to committees pertinent to their organization. Certain affiliates <br />(CALBO, CALCOG. CALPELRA, CTA and NORCAL) may designate an ex-officio (non-voting) <br />member to specified League poliCY committees. <br /> <br />Presidential <br />Elected officials or city staff who have first contacted their division or department president and <br />determined that their appointments have been filled, may request a presidential appointment. The <br />president has 16 appointments per committee. The request letter should include a brief <br />background statement about yourself and should indicate the policy committee on which you wish <br />to serve.
