Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: August 26, 2024 <br />SUBJECT <br />Agreement for Services with Astound Broadband, LLC, to resume maintenance and installation of fiber <br />optics facilities in Redwood City to continue providing internet service for its customers to communicate <br />with data centers, exchange information, and access the internet <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an Agreement for Services with Astound <br />Broadband, LLC, for the installation of fiber optic facilities in Redwood City for an initial term of 10 years, <br />August 2024 through August 2034, with an automatic yearly renewal thereafter. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />Astound Broadband, LLC provides communications infrastructure services, including fiber and bandwidth <br />connectivity. The California Public Utility Commission (CPUC) issued Astound Broadband, LLC a Certificate <br />of Public Convenience and Necessity (CPCN) to provide resold and full facilities-based local exchange <br />telecommunications services and resold interexchange services in California on certain terms and <br />conditions. The CPCN gives Astound Broadband, LLC authority at a state level to operate in the public <br />right-of way in accordance with its terms. <br />The existing agreement between the City and Astound Broadband, LLC (formerly RCN Telecom Services of <br />California, Inc.) expired in 2020. After expiration of the agreement, Astound Broadband, LLC was not <br />allowed to perform work within the public right of way. Due to staff turnover at Astound Broadband, LLC <br />and at the City, the timeline for negotiating a new agreement was extended. It was completed earlier this <br />year and is now ready for review and consideration by the City Council. Upon execution of the agreement, <br />6.E. - Page 1 of 23 <br />170
