<br />This project consists of replacing approximately 7,737 linear feet of deteriorated and under capacity cast
<br />iron pipe (CIP) water pipelines with more durable and larger polyvinyl chloride (PVC) pipes along Emerald
<br />Hill Road, Farm Hill Boulevard, Glenloch Way, Hillway Drive, Hopkins Ave, Lakeview Way, Red Oak Way,
<br />Upland Road, Wessex Way, West Fox Court, and Yorkshire Lane. The water service laterals within the
<br />project area will also be upgraded to two-inch polyethylene pipes at minimum. Four air release valve
<br />assemblies will be installed, to ensure trapped air can escape from the pipe. Seven existing fire hydrants
<br />will be replaced with new fire hydrants and nine new fire hydrants will be installed. The new fire hydrants
<br />will provide increased fire protection and the larger pipes will improve fire flow.
<br />The City received five bids by July 31, 2024 and the bid opening was conducted via Zoom and in-person
<br />on July 31, 2024:

<br />The low bid of $3,788,461.00 submitted by Casey Construction, Inc. is approximately 1% lower than the
<br />engineer’s estimate of $3,800,000.00 for project construction cost. The bid documents from Casey
<br />Construction, Inc. did not contain litigation history and the resumés of key personnel from one designated
<br />subcontractor, G. Bortolotto & Company, Inc. in the Statement of Qualifications section. However, after
<br />reviewing available information, staff deemed the missing information to be minor bid irregularities and
<br />immaterial to the determination of the apparent low bidder. Staff finds Casey Construction, Inc. to be
<br />responsive and responsible. The City Council may, in its discretion, waive these minor bid irregularities
<br />that are immaterial. Staff recommends awarding the contract to Casey Construction, Inc. with an
<br />additional 10% contingency.
<br />Construction should begin in Fall 2024 and conclude within 180 calendar days. Staff will notify all residents
<br />and businesses who might be affected by the construction. Additionally, the contractor is obligated to
<br />post project information signs at the construction site, notify area residents and businesses two weeks
<br />prior to the start of work on each street and two days prior to any interruption of water service. Staff will
<br />post construction updates on the City’s website.
