Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: August 26, 2024 <br />SUBJECT <br />Notice of Intent to participate in the San Mateo County HOME Investment Partnership (HOME) <br />Consortium <br />RECOMMENDATION <br />By motion, authorize and direct the City Manager to submit the Notice of Intent to Participate in the San <br />Mateo County HOME Consortium to the County of San Mateo to reduce the City’s administrative burden <br />associated with managing the HOME program. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />The City of Redwood City has participated in the U.S. Department of Housing and Urban Development <br />HOME Investment Partnership (HOME) Program since its inception in 1992. The HOME Program provides <br />funds to assist housing for very low-income persons. The City receives a direct allocation of HOME funds <br />from the U.S. Department of Housing and Urban Development (HUD) annually. Conversely, the cities of <br />San Mateo and South San Francisco, and the County of San Mateo (County) participate in a HOME <br />Consortium (Consortium) to pool the HOME allocations, in recognition that not every city would have a <br />viable housing project each year, and places the responsibility to award HOME funds on the County. <br />Currently, Daly City is considering joining the Consortium as well. <br />The amount of HOME funds provided to Redwood City has significantly diminished over the last several <br />years. Until 2011, the City generally received close to $500,000 per year in HOME funds. Since then, the <br />annual grant amount has been inconsistent. Over the past three years the grant has decreased from <br />$351,000 to $244,000. HOME funds primarily have been used for new construction of affordable housing, <br />6.L. - Page 1 of 5 <br />452
