Staff <br />estimates an additional $40,000 will be needed for marketing, equipment and supplies, and staffing costs <br />to support the five weeks of performances for a total cost of $320,000. Revenue is estimated at $400,000 <br />based on ticket sales in 2023 and prior years. A midyear budget amendment will be submitted to account <br />for the estimated cost and associated revenues; no additional funding is required. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council could choose not to enter into the Agreement and to not hold the Zoppé Circus this year, <br />in which case no modification of parking time limits in the Library parking lots is necessary. <br />The City Council could choose to enter into the Agreement for the Circus Performances but not modify <br />parking time limits in the Library parking lots. <br />ATTACHMENTS <br />Attachment A – Agreement with Zoppé Circus <br />Attachment B – Resolution establishing a temporary one-hour time limit on the use of parking spaces in <br />Library Lots A, B, and C <br />6.P. - Page 3 of 16 <br />592
