Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The Code provides that a notice inviting bids (NIBs) for a public works project provide a “general <br />description of the proposed public works project.” Staff recommends amending the Code to clearly <br />authorize on-call agreements for public works projects. <br />As a charter city, Redwood City can authorize on-call agreements for public works contracts that are <br />strictly a matter of local concern. Further, establishing on-call construction agreements where <br />construction work and performance are determined by issuing work orders during a fixed period for <br />specific kinds of work (e.g., street repair, structural painting) and with a maximum total contract price will <br />create efficiencies for the City. When the City requires contractors to perform specific kinds of repetitive <br />work, conducting separate procurement solicitations can strain administrative resources. <br />ANALYSIS <br />Numerous agencies, including the California Department of Transportation, the City of San Mateo, the <br />City of San Jose, and the City of Alameda, authorize on-call construction work in some form through their <br />purchasing procedures. <br />The proposed amendment to Article VII of Chapter 2 in the City’s Municipal Code will define On-Call <br />Construction Work and establish procedures for bidding and determining the lowest responsive and <br />responsible bidder so that City departments may benefit from the use of this procurement method. On- <br />call construction work will only be performed for projects solely using local funds. <br />FISCAL IMPACT <br />Compared to the alternative of issuing multiple NIBs for specific kinds of repetitive work, the <br />recommended action would be the most efficient route for the City’s purchasing process and minimize <br />required staff time and City resources to facilitate operations. Proceeding with this recommended action <br />allows staff to address the community’s needs in the most time efficient manner. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />6.S. - Page 2 of 8 <br />614
