Further, establishing on-call construction agreements where
construction work and performance are determined by issuing work orders during a fixed period for
specific kinds of work (e.g., street repair, structural painting) and with a maximum total contract price will
create efficiencies for the City. When the City requires contractors to perform specific kinds of repetitive
work, conducting separate procurement solicitations can strain administrative resources.
On August 26, 2024, staff proposed changes for City Council consideration to Article VII (Public Contracting
and Purchasing) of Chapter 2 (Administration) of the Redwood City Municipal Code to authorize on-call
agreements for public works contracts. The City Council voted to waive the first reading and introduce
the Ordinance (Attachment A) amending Chapter 2, Article VII.
ANALYSIS
Numerous agencies, including the California Department of Transportation, the City of San Mateo, the
City of San Jose, and the City of Alameda, authorize on-call construction work in some form through their
purchasing procedures.
The proposed amendment to Article VII of Chapter 2 in the City’s Municipal Code will define On-Call
Construction Work and establish procedures for bidding and determining the lowest responsive and
responsible bidder so that City departments may benefit from the use of this procurement method. On-
call construction work will only be performed for projects solely using local funds. If adopted, this
Ordinance would be effective 30 days following this action.
FISCAL IMPACT
Compared to the alternative of issuing multiple NIBs for specific kinds of repetitive work, the
recommended action would be the most efficient route for the City’s purchasing process and minimize
required staff time and City resources to facilitate operations. Proceeding with this recommended action
allows staff to address the community’s needs in the most time efficient manner.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
6.I. - Page 2 of 8
110
