Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 9, 2024 <br />SUBJECT <br />Acceptance of Public Utility Easement (PUE) dedication at 250 Upland Road <br />RECOMMENDATION <br />By motion, approve and authorize the City Clerk to accept a Public Utility Easement (PUE) dedication at <br />250 Upland Road to document maintenance rights of existing City-owned infrastructure. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The owners of 250 Upland Road applied for an Urban Lot Split to subdivide their property into two parcels <br />permitted under Senate Bill 9 (SB9) and has submitted Parcel Map, affidavits, and deed restrictions that <br />meet all applicable City and State requirements. State law (SB9) requires ministerial (staff-level) approval <br />of an Urban Lot Split, unless however the acceptance of an easement dedication requires City Council <br />action. Currently, only the City Council, may accept land rights, including easements. Accordingly, staff <br />seeks City Council acceptance of the public utility easement dedication at 250 Upland Road. <br />ANALYSIS <br />During the review process of 250 Upland Road’s Urban Lot Split application, it was discovered that Upland <br />Road was dedicated as right-of-way for only water infrastructure under deed 742 OR 169. In addition to <br />water infrastructure, there is also existing sanitary sewer infrastructure within Upland Road. The <br />dedication of a Public Utility Easement (25’ wide) will rectify the existing condition and allow other <br />utilities, including but not limited to PG&E and telecommunications utilities, to utilize Upland Road.
