This partnership allows us to coordinate resources and
strategies more effectively, ensuring that the City’s actions align with broader regional efforts. By
closely monitoring the impact of new initiatives and resources, we can make informed, data-driven
decisions that enhance the effectiveness of our collective efforts to reduce homelessness and support
those in need.
3.Assess the long-term organizational resources required to address homelessness, recognizing that
what was initially expected to be a short-term initiative has evolved into an ongoing effort. This issue
continues to require support from multiple departments, including Parks, Recreation and Community
Services (PRCS); Public Works Services (PWS); Police; and Fire. Additionally, we anticipate receiving
the announcement of awards from the State Encampment Resolution Fund (ERF-3), for which the City
applied in April, by the end of September.
4.Establish and work with a City Council Ad Hoc Committee next spring to evaluate any changes
needed in our strategies.
EQUITY IMPACT STATEMENT
Equity and/or inclusion was considered in development or implementation of item through the
following:
The target population for our Homelessness Initiatives are unhoused residents of all race, income, gender,
citizenship status or other identity – especially those who are not connected to services and have long
lengths of homelessness and significant needs. Information is collected on a voluntary basis for each
individual and household served by the program.
In addition to serving long-time unhoused residents, the program also serves a large number of unhoused
residents who are primarily Spanish speakers. RWC OS Team staff, including Spanish-speaking outreach
workers and individuals with lived experience of unsheltered homelessness, have been critical to helping
an individuals or households transition from unsheltered homelessness to shelter, permanent housing, or
other services.
FISCAL IMPACT
Preparation of this report was accommodated within existing budget allocations and no additional
appropriation was required. Implementing the City’s homelessness initiatives requires funding from the
General Fund, augmented by state and local grants.
8.A. - Page 6 of 7
136
