Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 9, 2024 <br />SUBJECT <br />Approve updates to City Council Policy 2018-1: A Guide to City Council Communications and Business as <br />recommended by the City Council’s Governance Sub-Committee (Mayor Gee, Vice Mayor Espinoza- <br />Garnica, and Councilmember Martinez Saballos) <br />RECOMMENDATION <br />By motion, approve revisions to City Council Policy 2018-1: A Guide to City Council Communications and <br />Business as recommended by the Governance Sub-Committee. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City Council adopted Policy 2018-1: A Guide to City Council Communications and Business (the Guide), <br />which sets forth the manner in which the Council shall conduct business and communicate with the public, <br />City staff, and fellow Councilmembers. The Guide was modified in April 2018 to establish procedures for <br />placing items on Council agendas and update provisions on City Council and City staff communication and <br />again in April 2021 to reflect minor changes to procedures for public comment at City Council meetings. <br />At the City Council’s offsite meeting in February 2023 additional modifications were identified and <br />suggested for City Council consideration. Based on this feedback, staff revised the Guide to incorporate <br />the City Council’s Norms, additional guidelines for remote participation, information about Conflict of <br />Interest responsibilities and procedures, and modifications to public comment procedures. At their <br />meeting on September 19, 2023 the City Council’s Governance Sub-Committee (Mayor Gee, Vice Mayor <br />Espinoza-Garnica, and Councilmember Martinez Saballos) voted unanimously to bring the modified Guide <br />to the City Council for consideration. <br />9.A. - Page 1 of 19 <br />138
