Timely file required Statement of Economic Interests (Form 700) pursuant to California <br />Government Code Section 87200; and <br />3. Regularly review upcoming agenda items for future City Council meetings; and <br />4. Consult the City Attorney’s Office immediately upon identification of a potential <br />conflict of interest for further analysis. <br />III. PUBLIC COMMENT <br />A. These Guidelines are intended to assure that members of the public have the opportunity <br />to speak before final action on an item and that the City Council has adequate time to <br />complete its work as set forth on an agenda. The time frames set forth herein are meant <br />to give people an idea of what to expect. While the total time for public comment on an <br />agenda item or the time for individual comment may be reasonably limited to allow the <br />Council time to complete its work, the Mayor as Presiding Officer may adjust these time <br />frames as appropriate for any particular item or agenda to ensure that the intent of the <br />law and of these guidelines is met. <br />B. Public Comment: General Rules. <br />1. Public comment will generally be taken in the following order and in accordance with <br />the published agenda: <br />a. Public comment on non-agenda items, items on the Consent Calendar, and <br />matters of Council interest. <br />b. Public comment on action items including appeals and public hearings as they <br />are taken up under the procedures set forth herein. <br />c. Public comment on study session items shall be taken before City Council <br />discussion. <br />2. Oral communications may be used only to address items that are within the Council’s <br />subject matter jurisdiction. <br />3. Any person desiring to address the Council must first obtain permission of the <br />Presiding Officer, in accordance with procedures published with the agenda. <br />4. Speakers shall use the microphone provided for the public and speak in a recordable <br />tone, either personally or with assistance, if necessary. <br />5. All remarks should be addressed to the Council as a body and not to any individual <br />member nor to staff or any other member of the public <br />6. In order to assure the opportunity for all those desiring to speak before the <br />Council, there is no yielding of time to another speaker. <br />7. Member of the public who wish to give public comment during the meeting must do <br />so in accordance with procedures published with the agenda. The speaker must <br />9.A. - Page 10 of 19 <br />147
